DPR-54 PROPOSED AMENDMENT NO. 137, REVISION 1 Or: August 1,1985, the Sacramento Municipal Utilities District submitted Proposed Amendment No. 137 which addressed changes to the Technical Specifi-cation pursuant to 10 CFR 50, Appendix R, and cited specific details which were identified in the Rancho Seco Fire Hazards Analysis Report (FHAR).

The enclosed Proposed Amendment No. 137, Revision 1, addresses the addition of a water deluge system in the area of the auxiliary feedwater pumps. This addition was discussed in a meeting on fire protection held with the NRC on February 6, 1985. Fire detectors, also discussed in the February 6th meeting, were addressed in our transmittal of August 1, 1985.

-This revision also includes minor typographical. corrections and editing of the original submittal, all of which are described on Attachment III. Attachments I and II picvide'a safety analysis and No Significant Hazards Evaluation, respectively.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this pro-posed amendment by copy of this submittal.

The District has determined that no license fees are required since a check for $150.00 was sent to the Commission with the initial submittal of Proposed Amendment No. 137.

F ATTACHMENT I SAFETY ANALYSIS The fire protection components comprising the water deluge system in the area of the auxiliary feedwater (AFW) pumps are non-Class 1 and have no intertie with safety-related circuits or equipment. The potential adverse effects to safety-related equipment resulting from the installation of the water deluge components _are inadvertent operation and physical damage to safety-related equipment caused by non-seismic Category I equipment falling onto or otherwise striking the shfety-related equipment in the event of an SSE.

Since the safety-related equipment within the spray pattern of the water deluge system is located in an area not sheltered from rain or other severe weather con-ditions, and is so designed, inadvertent operation of the water deluge system will not adversely affect the operating condition of the safety-related equip-ment.

Water deluge system piping routed in the area of the safety-related equipment is designed for supports in accordance with seismic II/I criteria to preclude pipes from falling and damaging the safety-related equipment Based on the foregoing, the potential failure modes of the water deluge system are judged to constitute no danger to the operation of the safety-related equip-ment, and in providing the fire protection function improves plant safety and reliability by mitigating the effects of fire in the AFW pump area.

ATTACl#ENT 'II NO SIGNIFICANT HAZARDS CONSIDERATION Installation of the water deluge system in the area of the auxiliary feed-water pumps has been: determined to involve "No Significant Hazards

~ Consideration." The bases for this determination are:

1. The installation does.not. involve a significant increase in the

' probability or consequences of an accident previously evaluated,

2. .the installation does-not create the possibility of a new or different

. kind of. accident from anyzaccident previously evaluated, and

-3. the installation does notiinvolve a significant reduction in a margin of safety.

'The presentations in this revision of the minor typogr.aphical corrections and

editing of.the original submittal are judged to be purely administrative changes which, by the: Commission's guidance in:10 CFR 50.92, are categorized as'not likely to involve significant hazards considerations.
