ENCLOSURE SPECIAL REPORT 50-321/1986-004 LICENSEE:

HATCH, UNITS 1 AND 2 DOCKET NUMBER:
50-321 and 50-366 On December 1, 1986, new requirements of the Fire Hazards Analysis and Fire Protection Program went into effect for fire protection system operation and surveillance.
Reporting requirements which were formerly in various Technical Specifications sections were revised and relocated to Appendix D of the Fire Hazarda Analysis and Section 6.9.2 of Technical Specifications.
On the effective date of the Fire Hazards Analysis, numerous fire rated assemblies which had been declared inoperable during previous surveillance were still inoperable while awaiting materials receipt.
A Limiting Condition for Operation (LCO) was initiated for return of the assemblies to operable status within 14 days per the new requirements.
At the end of 14 days, ninety-three (93) fire rated assemblies were still inoperable, thus exceeding the applicable LCO and invoking the Special Report requirement of Fire Hazards Analysis, Appendix B.
Section 1.1.1 Action b.
At the time each fire rated assembly was discovered to be inoperable, appropriate Technical Specifications action was taken.
Repairs will te completed and fire rated assemblies will be returned to operable status as materials are received.
