,I ENCLOSURE 1 SAFETY EVALUATION REPORT RRAIDWOOD STATION, UNITS 1 AND 2 In a November 17, 1986 letter the licensee indicated that laboratory analysis of the charcoal to be utilized in their safety (ESF) and non-safety grade air filtration units, when tested at 30*C and at 95% relative humidity, demonstrated an average penetration of greater than 1% on nine out of ten batches. Average penetration was 1.5%, which was higher than the maximum of 1% they had committed to in an October 21, 1986 letter to the NRC staff. The staff has evaluated this data and has determined that this adsorber material is acceptable. The material has an efficiency greater than that assumed in the safety analysis and, while its efficiency does not reflect the safety factor of seven presented in Regulatory Guide 1.52, it does reflect 4 safety factor which is greater than

! with more than just KI, such as TEDA (triethylenediamine) impregnated charcoal.

Such charcoal exhibits greater adsorption capabilities than charcoal impregnated with K! alone.

l l The licensee also indicated in this same November 17, 1986 letter that the carbon l provided to fill the last six carbon trays and twenty test canisters is not '

l identical to the type of carbon that is in the other trays and, in addition, the ASTM 04069 test for carbon properties showed that the carbon is slightly out of specification in that the particle sire for the material retained by the #16 sieve is 39% rather than the required 40%. This charcoal, which is impregnated with TEDA and K!, when laboratory tested at 95% relative humidity and 30*C showed a penetration of 0.22% for methyl radiofodine. This TEDA and K! impreonated charcoal is approved by the staff for use at the Braidwood facility provided that the TEDA and K! impregnated charcoal is not mixed with the charcoal impregnated with K!

alone and provided the test canisters utilize TEDA and K1 impregnated charcoal if the cells utilize TEDA and K1 impregnated charcoal. The test canisters must contain charcoal which represents the type that is in the ventilation system filter units. The staff does not consider the small difference in particle site distribution as significant in this application. Therefore, use of this charcoal is approved with the conditions noted above.
