Fermi-2 Emergency Diesel Generator Bearing Special Surveillance Tests In an SER transmitted to DECO by letter on.luly 16, 1986, the staff identified special surveillance tests for the Fermi-2 emergency diesel generator (EDG) main and thrust bearings as a result of bearing failures experienced at the plant. Specifically, the staff indicated that a gap check of all diesel engine main bearings be performed after each automatic, unprelubricated, EDG start and that a one-time visual inspection of the EDG No. 13 upper main thrust bearing be performed after the demonstration envelope is reached to ensure diesel engine reliability. However, the staff did not indicate a specific time period for when DECO should perform these inspections.

Accordingly, by letter dated October 14, 1986 (F.E. Agosti to E.G. Adensam1, DECO proposed that a time period of seven days be permitted to perform the hearinq gap checks and a time period of 30 days be permitted to perform the visual in-spection of the EDG No. 13 upper main thrust bearing. This would allow plant operations flexibility in scheduling and Serforming these required special inspections, avoiding unnecessary plant slutdowns. The EDG undergoing in-spection would be considered in an " operable" status when within the proposed time periods (window of test performance) and be considered to be in an

" inoperable" status during the actual inspection. This proposal was a sub.iect of discussion at the December 10, 1086 meeting with your staff on EDGs, and the staff agreed to aive priority attention to it at that meeting.

(A summary report of the December 10th meeting was issued on December 19, 1986).

The staff has considered the merits of DECO's proposal and finds DECO's approach to be reasonable and acceptable for performinq the special inspection discussed in the July 16, 1986 SER.

However, the staff requires that the plant be in the appropriate EDG Technical Specification LCO if the window of test perfonnance is exceeded.

Acceptance of DECO's proposal herein does not satisfy DFCo's commitments relative to the EDG lubricatino oil system surveillance proqram as described in Operating License NPF-43, Condition ?.C(10). As agreed at the December 10, 1986, EDG meeting.

Deco will address this license condition after it has assessed the results of the 0701140087 870109 PDR ADOCK 05000341 p

independent bearing studies contracted with Battelle and Failure Analysis Associates.

Deco's assessment of those study results are to be submitted to the NRC by late January 1987.
