Detroit Edison's Rocponce to Safety Evaluation of the Fermi 2 Emergency Dioccl ceneratorn (EnGo)
Reference 2 providen the staff's evaluation of Detroit Edicon's corrective actions regarding the Fermi 2 EDGG.
Although the ctaff ic in agreement that Detroit Edison hac demonstrated that there is reasonable accurance the dicceln will function ac a reliable oncito power cource, the ctaff ic not in complete accord with the propoced bearing inspection program.
Thus, more restrictive incpection requirementa are presented in the SER.
Reference 3 providoc Edison's concurrence uith the more rectrictive requirementa until an alternative ic agreed upon by the ctaff.
Detroit Edicon has reviewed the CDG cafety evaluation and commita to follou and innlcment the ctaff'n position.
However, ue do requect that come ccheduling flexibility be permitted in the implementation of thoce commitments an-follows:

Ms. Elinor G. Adencam October.14, 1986 VP-86-0145 Page 2 Regarding the special. visual inspection of the top half of bearing No. 13 on the upper crankline of EDG Uo. 13, it will be performed within the " envelope of acceptability";
i.e. when the number of engine starto is comparable to those in the Demonstration Tect Program.
Mouevar, we request that from the day the cpecial visual. inspection must be done the time of 30 days be allowed for the performance of the inspection.
Similarly, ue do agree that after each automatic unprelubricated (i.e. " dry") start of the engines, a gap check inspection of the main bearings will be conducted.
For thic condition, we request that from the day the dry start takes place the time of seven days be allowed for the performance of.the gap check.
There requents do not compromise nor do they minimize the effect and intent of the staff's positionc. They merely allow the Fermi 2 operators the flexibility to plan for the inspections, and conduct them in an orderly manner, at the boat-time possible and tak ing into consideration the ctatus of the plant.
Also, Detroit Edison feelc that during the time period (seven days or 30 days) that an incpection is due, operation of the plant will be allowed to continue an scheduled.
During this time period the EDGs uill be considered operable.
Inspections will be performed on one division of the oncite AC power cource at a time after it has been declared inoperable.
It is understood that the Technical Specification 3/4.0.1 requirements will be applicable, negarding the ntaf f 's recommend ations for good maintenance practices Detroit Edison comments as folloun:

Fermi 2 han a well documented comprehensive preventive maintenance program for dieselc; maintenance procedures are reviewed once every tuo yearc for accurance that they are up-to-d a t e.
2)
Recently, a thorough training cf a number of maintenance and CA personnel that vould be involved in dieccl activitiec was acconnliched at a qualified offaite facility.
The Nuclear Training Department alco offers EDG training to maintenance personnel.
