This letter refers to the special inspection of activities authorized by NRC

License No. CPPR-135 conducted by Mr. K. Manoly of this office on October 28 -

October 31, 1986, at the Seabrook Station and on November 12, 1986, at United

Engineers and Constructors corporate office in Philadelphia. Mr. Manoly dis-

cussed the findings of the inspection with Mr. J. DeVincentis at the conclusion

of the inspection. Mr. Manoly also had telephone conversations related to the

inspection with Mr. T. Cizauskas on November 3, 6 and 13,1986.

Areas axamined during this inspection are described in the NRC Region I Inspection

Report which is enclosed with this letter. Within these areas, the inspection

consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspector. The inspection

focused on alleged discrepancies in the as-built drawings of safety related

piping and support systems and the potential effect of alleged discrepancies on

the adequacy of other safety related activities.

Based on independent measurements of selected piping system dimensions and

evaluation of the pipe stress reconciliation, building beam verification,

seismic II/I and failure mode and effects analysis programs, the allegation was

found to be unsubstantiated. Within the scope of the inspection, no viciations

were observed.
