During the period from July 16 to August 27, 1988, members of NRC Region I staff

conducted routine safety inspections at your facilit/. We documented the results

of that inspection in the enclosed report. After the conclusion of the inspection

period on September 1, 1988, Mr. A. Sidnara of my staff summarized the inspection

findings with you and other members of your staff.

This report includes two apparent violations of NRC requirements as described in

Appendix A.

Violation A of the Appendix deals with a technical specification

violation associated with exceeding pressurizer level and temperature limits during

a low pressure injection surveillance test.

The corrective actions identified in

your Licensee Event Report for this violation are satisfactory and no additional

response is required.

Violation B addresses failure to proper'v change work in-

structions for torquing pressurizer relief valve tailpipe support bolts.

You are

required to respond to the second violation as instructed.

The overall planning, management, and control of the 7R refueling outage resulted

in successful completion of the outage ahead of the schedule.

The deficiencies

identified in the details of 1he report do not indicate any major problem areas.

However, some improvement is needed in upgrading and implementing f acility proce-

dures and work instructions.
