that verifies the system pressure has not dropped below atmospheric pressure, which is intended to identify leaks in the system which would allow air to migrate into the system.

However, the staff has pointed out, and the licensee acknowledged in the subsequent submittal, that it is possible to accumulate a pressurized gas volume in the system piping, as evidenced by a number of operational events that will not be detected by the proposed surveillance. There are currently no Technical Specification venting surveillance requirements and none are proposed. The submittal is deficient in that requirements are not included which would preclude the adverse effects of pressurized gas volumes in the LPl and BS syc' ems.

The licensee indicated that the design basis opening time of the suction valves is 25 seconds and the LPI pumps receive a start signal 15 seconds after the suction valves receive an open signal. The valve opening / pump start sequence for the BS suction supply was not addressed by the licensee. The licensee has not verified that the design basis time for the valves to be fully open (currently 25 seconds) is sufficient to assure that the valves will be open sufficiently to allow the LPI or the BS pumps to start without adverse effects. As a result, because it was not demonstrated that the system suction valve design basis opening time is adequate to assure the LPI and BS pumps have an adequate suction supply of water, assuming design basis valve opening and -

pump start times, the amendment request is deficient.
