By letters dated May 20, 1988 and March 8, 1988, South Carolina Electric &

Gas Company (SCE&G) requested amendments to the Virgil C. Sumer Nuclear Station Technical Specifications in order to support refueling and operating i

the plant with VANTAGE 5 fuel. As the enrichment of VANTAGE 5 fuel can exceed the 4 weight-percent uranium-235 and the expected burnup of this fuel I

exceeds the 33 gigawatt-days per metric-ton-uranium (GWD/MT) specified in j

Paragraph (b) of 10CFR51.52 SCE&G is required to perform an analysis of the i

environmental effects of the transportation of the fuel and waste under both l

1 normal and accident conditions.

i The Nuclear Regulatory Comission (NRC) staf f has reviewed the environmental

I impacts of extended irradiation up to 60 GWD/MT and increased enrichment up to 5 weight-percent uranium-235 and has documented these reviews in the 1

Federal Register 53 FR 6040 dated February 29, 1988 and 53 FR 30355 dated August 11, 1988. The staff has concluded that the results of Table S-3 of i

10CFR51.51 and Table S-4 of 10CFR51.52 are conservative and bound the corresponding impacts for the increased burnup levels and er,richments, f

The utilization of VANTAGE 5 fuel at the Virgil C. Sumer Nuclear Station l

will be restricted to enrichments of less than or equal to 4.25 weight-l percent of ursnium-235 and burnups not to exceed 60 GWD/MTV.
