TRAINING PROGRAM 1.0 PURPOSE AND SCOPE This program establishes the responsibilities and the approach to be used to train licensed operators to support implementation of the Emergency Operating Procedures.

This program applies to E0P Training of Big Rock Point Licensed Opera-tors by the plant personnel, NOTD personnel and NSB support personnel.

2.0 REFERENCES

2.1 NUREG 0737 SUP 1 - 12/17/82 2.2 ANSI /ANS 3.1 - 1981 2.3 Plant Administrative Procedure Vol 1A Chapter 4 3.0 RESPONSIBILITIES 3.1 E0P Project Manager should:

A.

Act as E0P project coordinator.

B.

Develop Plant Specific Technical guidelines and provide expertise in the content of the E0Ps.

C.

Develop the E0P Writers Guide.

D.

Ensure that the E0Ps conform to the proper format.

E.

Assemble the Procedure Generation Package and submit for approval.

F.

Write the Emergency Operating Procedures.

G.

Provide the NOTD with the materials necessary to develop the E0P Training Course.

3.2 Nuclear Operations Training Department (NOTD) should:

A.

Write the E0P Training Program.

B.

Provide training for E0P Validation.

C.

Assist in E0P Validation / Verification.

D.

Provide classroom and simulator training to licensed personnel on E0Ps.

E.

Assist in In-Plant-Training of licensed personnel on E0Ps.

A.

Interface with the E0P Project Manager to establish a schedule for E0P Validation B.

Interface with NOTD to develop a schedule for E0P Validation training.

C.

Accomplish EOF Validation / Verification.

4.0 PROGRAM DESCRIPTION 4.1 The E0P Training Program shall consist of the following:

A.

Initial training of selected shifts of operators for E0P validation.

B.

Upon Validation and Verification of E0Ps, all licensed operations personnel will receive Initial E0P training which shall consist of:

1.

Initial classroom instruction 2.

In-Plant walk-throughs C.

Follow up to Initial training shall be accomplished by simulator training on E0Ps when simulator time is available.

D.

Refresher training on E0Ps shall be accomplished as required by ANSI /ANS 3.1 - 1981.

E.

Training material for the EOP training shall be provided by the Big Rock Point Plant and implemented into lesson plans by the NOTD.

F.

Operator feedback shall be incorporated into revised NOTD lesson plans.

G.

E0P changes shall be incorporated into operator procedure changes training.

H.

Operations staff currently receive training on existing E0Ps as per ANSI /ANS 3.1 - 1981.

4.2 This description outlines the approach to be used to train licensed operators on EOPs and to ensure the operators are informed and knowl-i edgeable of future changes to the E0Ps.

BIG ROCK POINT NUCLEAR PLANT EMERGENCY OPERATING PROCEDURE TRAINING PROGRAM 5.0 TRAINING PROGRAM GOALS 5.1 The overall training goals for the E0P Training Program are as follows:

A.

To enable the operators to understand the structure of the E0Ps.

B.

To enable the operators to understand the technical bases of the E0Ps.

C.

To enable the operators to have a working knowledge of the techni-cal content of the E0Ps.

D.

To enable the operators to use the E0Ps under operational conditions.

5.2 Training program objectives to support these goals will be developed for each lesson plan used in E0P training.

6.0 E0P VALIDATION TRAINING Training on the E0Ps will be provided to a selected shift or shifts of operators for the purpose of E0P validation. This training will consist of the identical classroom and in-plant walk-through training described in Initial E0P training. These operators will then use E0Ps under simulated emergency conditions in-plant to validate the procedure applicability to the Big Rock Point Plant.

7.0 INITIAL EOP TRAINING HETHODS The E0P training program is established to instruct operators in the E0Ps.

It consists of classroom instruction, control walk-throughs, and simulator exercises.

7.1 Classroom Instruction Classroom instruction sessions will be conducted.

Included in the information presented during this method will be the following:

A.

The logic behind the development of E0Ps.

B.

The process used to develop the E0Ps.

C.

The E0Ps themselves, including supporting technical and human-factors information.

7.2 Control Room Walk-Throughs An important part of the instruction on E0Ps will be the practical experience gained through procedure walk-throughs in the control room.

During this method of training, the team approach to using E0Ps will be stressed. This walk-through training will also concentrate on informa-tion flow and interactions of the operators in the control room.

-7.3 Simulator Exercises Training on the E0Ps will be conducted for all licensed operators using scenarios on a control room simulator. The scenarios will be reviewed.

for applicability on the present generic simulator being used. Training will be conducted with all operators performing their normal control room functions. Additional training will be conducted where the members of a crew alternate responsibilities. This additional training is important to promote understanding of the other operators' responsibili-ties in the overall conduct of the actions, and it should lead to enhanced communications within the control room. Complicated scenarios will be discussed during classroom instruction and control room walk-throughs.

8.0 REFRESHER TRAINING All licensed operators will conduct control room walk-throughs using the E0Ps during refreshar training. The walk-throughs will be conducted either in the control room or on the simulator. Realistic scenarios will be developed to ensure that the critical aspects of the E0Ps are exercised.

Training on EOPs will be conducted in such a manner that each crew conducts the walk-throughs with each operator simulating the actions that he normally would be responsible for during an emergency incident.

Licensed operators not assigned to a shift will participate in the walk-throughs as part of a control room crew.

The plant training and operations staff will participate in the develop-ment and execution of refresher training. The training staff is respon-sible for developing the scenarios, observing and evaluating the walk-throughs and critiquing the results. Any additional training needs will be determined from the performance of the operators.

The scenarios will be varied sufficiently to ensure the operators do not develop a set pattern of responses to incidents but are able to respond to the symptoms as they develop.

9.0 TRAINING ON REVISIONS Training on minor procedure revisions will be conducted through a program of required readings (self-taught), preshift briefings, or lectures in the requalification program. Training on major revisions will be conducted by the use of classroom instruction and walk-throughs in the control room or on the plant-specific simulator.

If operational considerations do not allow control room walk-throughs, and the simu-lator is not available, training on major revisions will be conducted during classroom instruction.

1 BIG ROCK POINT NUCLEAR PLANT EMERGENCY OPERATING PROCEDURE TRAINING PROGRAM 10.0 INPUTS INTO TRAINING PROGRAM CHANGES 10.1 Supporting Training Material Changes Changes to supporting training material will be factored into updated lesson plans and operator memos.

10.2 Operator Feedback Operator feedback resulting from E0P verification, E0P validation, and training program goals have been accomplished. The Operations Superin-tendent or his designate should coordinate with the NOTD Supervisor or his designate to file a program effectiveness evaluation.

11.0 EVALUATION An evaluation will be used to ensure that the training program goals have been accomplished. The Operations Superintendent or his designate should coordinate with the NOTD Supervisor or his designate to file a program effectiveness evaluation.
