Yucca Mountain licensing proceeding, the Commission paper points out the fact that there is an ongoing study of the NRC licensing processes, and there may be recommendations for changes in the hearing process for repository licensing. If the Commission were to approve the new Pait 63 or changes in the hearing process, the regulations that are the subject of this rulemaking would need to be amended or new procedural regulations would need to be drafted to reflect the changes.
