San Onofre Nuclear Generating Station Units 2 and 3 Gentlemen:

This letter is to inform the NRC of changes that are being made to the Emergency Response Data System (ERDS) at the San Onofre Nuciear Generating Station, Units 2 and 3. These changes were discussed with Mr. John Jolicoeur of the NRC staff on March 4,1999. As required by 10 CFR 50 Appendix E, Section VI.3.a., any hardware and software changes that affect the transmitted data points identified in the ERDS Data.'oint Library must be submitted to the NRC within 30 days after the changes are completed. Accordingly, revised pages to the ERDS Data Point Library are provided in the Enclosure to this letter.

The two (2) points in the Unit 2 ERDS database point identifications were revised from RY7874D and RY7874C to R7874XCV and R7874ACV. The two (2) points in the Unit 3 ERDS database point identifications will be revised from RY7874D and RY7874C to R7874XCV and R7874ACV.

g The point identification changes and name descriptor changes are being made to reflect an upgrade to the computer data base for the Radiation Monitoring System Data Acquisition System. The analog radiation monitors are now routed to the ERDS database by a new computer system, and this new computer system has different point identification descriptors files (database numbering files). The ERDS database for this new descriptor was revised so the computer system will continue to pass quarterly NRC ERDS testing and maintain its communication ability to link with the NRC Operations Center in an emergency situation when it is required to operate.

The above described changes were completed on the San Onofre Unit 2 ERDS data base on February 15,1999. The changes will be completed on the Unit 3 ERDS data base about May 1,1999 (prior to Mode 4 entry at Unit 3 from the upcoming Cycle 10 l

refueling outage). This letter is the formal 10 CFR 50, Appendix E, Section VI.3.a.

notification of the changes to the ERDS data base for Unit 2, which have been completed, and for the changes to the ERDS data base for Unit 3 which will be completed by about May 1,1999.
