5 By letter dated July 29, 1988, the NRC Staff issued a Safety Evaluation Report (SER) on Revision 0 of the Generic Implementation Procedure (GIP) for Seismic t
Verification of Nuclear Plant Equipment developed by the Seismic Qualification 1
Utility Group (SQUG). The letter to SQUG enclosing the SER requests that SQUG member utilitics provide to the NRC, within 60 days, a schedule for implementing l
j the GIP. By letter dated August 19, 1988 to Mr. Shao, SQUG clarified that the 60 days would expire on October 7, 1988. This letter responds to the NRC request 1
l for a schedule to implement the seismic verification plans at Oconee Nuclear i
Station consistent with the requirements of Generic Letter 87-02, "Verification e
i of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors.

According to the generic schedulo submitted by SQUG in its October 9, 1987 l
letter, the CT.P was to bc completed by the end of calendar 1988, followed by NRC review in the first quarter of 1989. Given t'te delay in SER issuance, this 1
objective is probably no longer achievable.
Completion of the GIP in the first l
1 quarter of 1989 is dependent upon:
(1) satisfactory and timely resolution of all i
outstanding issues, (2) accomplishment of all interin milestones as set forth in I
the schedulo and (3) continued agreement between SQUG and NRC on major technical l
and licensing issues.
i As the SER acknowledges, the GIP is not yet conplete. Soveral technical areas j
have not yet been fully included in the GIP. More rer, the SER does not resolve j
certain licensing issues central to completion of the GIP raised in Part 1 of Revision 0.
Duke Power Company will not be in a position to fully establish the f
scope of its A-46 commitment until the GIP is comp) ted and all licensing issued j
resolved. Given the magnitude of the effort requi.ed to achieve resolution of f
USI A 46, final implementation must be carefully integrated into outage l
schedules. Assuming no significant changes in tho workscope currently envisioned i
for resolution, the plant walkdown associated with t a resolution of this issue can begin with the cycle 11 refueling outage for U 2 currently scheduled the fourth quarter of 1990.

refueling outage for Unit I currently scheduled for in the third quarter of 1991.
identification of safe shutdown equipment and other tasks necessary to prepare for the walkdown will be accomplished prior to the outage in which the walkdown is scheduled. The above schedule is contingent upon completion of the GIP during the first quarter of 1989 and the issuance in the sncond quarter of 1989 of a final SER with no open items.
Duke Power also des!res to integrate the resolution of USI A-46 with the resolution of numerous other related seismic issued (e.g., Eastern Seismicity, Seismic Margins, and Severe Accident Individual Plant External Event Evaluations).
In view of the uncertainties in the req.tirements and schedt.le for resolution of these related issues, this company reserves the right to revi a the i
implementation schedule for USI A-46 at Oconee Nuclear Station to integrate these potential future requirements into a single, cost-effective program.
i Duke Power will review the final GIP after approval by the NRC and resolution of all outstanding issues. Based on this review, Duke will either commit to pursue a generic resolution of USI A-46 or file a plant-specific response.
Should the generic resolution be pursued, Duke may, at its option, elect not to perform certain aspects of the generic program based upon suitabic justification.
Duke will advise the NRC in writing of any changes in our implementation plan and schedules.
