HJGHLIGHTS OF WEEKLY INFORMATION REPORT WEEK ENDING OCTOBER 7, 1988 Peach Bottom The staff met with the Philadelphia Electric Company on September 29, 1988 to discuss the results of PECo's self-as;assment of readiness for restart of the Peach Bottom units and other issues. PEco announced that their self-assessment report is now expected to be issued by October 7 which is a one week delay from the previously announced date. PECo also indicated that the operating shift crews would be given additional training on (Ge Peach Bottom simulator, in Columbia, Maryland. This training is in res;onse to observations of previous training activities on the PBAPS simulator by the licensee, the NRC staff and INPO. The additional training, and completion of other activities will extend the licensee's schedule for achieving readiness for restart.

The licensee's schedule now anticipates being ready for the staff's integrated assessment team inspectinn by November 14 and an NRC decision on restart by December 28, 1988.

Pilgrim Resta,rt Meetino Massachusetts State Liaison Officer Peter Agnes represented the Commonwealth at a meeting held by NRR and Region I on Pilgrim Restart at One White Flint North on October 5, 1988. Mr. Agnes expressed the Ccmonwealth's continued concerns with the adequacy of energency planning around Pilgrim.

Protection Agency between NRC's Region IV and the U.S.

l On October 1,1988, Turkey Point Unit 3 ended a plant record run of 186 l

consecutive days of on-line operation. The plant shut down because an RHR pump i l failed the seal leakage criteria during IST testing. During the shutdown, l

) there were 16 different equipment malfunctior'. Although the equipment t 1 malfunctions were mostly minor, the large num .r of them deserves to be i highlighted. The list of malfunctions follows: )

Surry Units 1&2 Both of the Surry units are in cold shutdown c n cion. Unit I was shut down because of the design deficiency which may re>..i. in overloading of the diesels in certain circumstances. Unit 2 is in a refueling outage.

On September 30, 1988, the Safety System Functional Inspection (SSFI) team completed its second week of inspection on the service water system at Surry Units 1 and 2. On the last day, the SSFI team met with licensee's representatives and discussed its preliminary findings. At the conclusion of the meeting there was a common understanding that the following items should be resolved before resuming the operation of either unit.

1. Demonstration that the systems requi'ad to maintain service water canal inventory are capable of performing their function under a range of design conditions, including the most limiting design basis conditions, without taking credit for non-safety related systems.
2. Demenstration of the operability of the recirculation spray heat exchangers, control room chillers and charging pump cooling system to meet the design basis requircments.

Environmental Protection Agency's (EPA's) Region VI concerning the Church Rock, New Mexico uranium mill site was published in the Federal Register on September 28, 1988 (53 FR 37887). The MOV was signed on August 29, 1988. The notice indicated that public comments could be submitted for consideration in any future amendments of the document and asked for comments by November 28, 1988.

INDUSTRIAL AND MEDICAL NUCLEAR SAFETY Fuel Cycle Safety Babcock & Wilcox Babcock & Wilcox (B&W) has seven facilities licensed by NMSS which are subject to the new regulations covering decomissioning. In order to gain a better understanding of the implications and implementation of these regulations, members of R&W management met with staff from INNS and LLWMD, as well as RES and 0GC, The discussions focused on e.lerification of issues related to means of providing financial assurance for decomissioning. Some of the questions raised by the B&W representatives are expected to be asked by other fuel cycle licensees as they assess the requirements. The decomissioning regulations are a logical topic for discussion at the next Fuel Cycle Workshop, tentatively planned for the spring of 1989.

Carolina Power and Light Company On October 4,1988, NRC staff met with Carolina Power and Light Company (CP&L) regarding CP&L's plans to submit a license application under 10 CFf Mart 72 for dry concrete module storage of spent fuel at CP&L's Brunswici im Electric Plant site. CP&L will submit in January 1989 an applica. ' *

  • storage of 304 PWR spent fuel assemblies. These are to be stored modules of the NUTECH NUHOMS-7 type. This is the type previously u na..ucted for use at CP&L's H. B. Robinson 2 site (Dccket 72-3). An IF-300 shipping cask will be used to transfer spent fuel in a welded stainless steel canister from reactor to concrete module. ~

2 Meeting with Ab8 Atom On October 4, 1988, NMSS staff met with representatives of ABB Atom to discuss arrangements made with Westinghouse Electric Corporation for manufacture and assembly of BWR fuel assemblies and burnable poison rods for use in the United States. The planned production activities will be conducted at the Westinghouse fuel fabrication facility in Columbia, South Carolina. ABB Atom, a subsidiary of Asea Brown-Boveri of Sweden, is a supplier of fuel, services, and maintenance to the nuclear industry.

SAFEGUARDS Domestic Headquarters Licensee Meeting On October 4-5, 1988 members of Safeguards Licensing Branch met with UNC Naval Product material control and accounting management personnel to discuss issues relating to their proposed Fundamental Nuclear Material (FNMC) Plan as required by the 10 CFR Part 74 HEU Reform Amendment. The issues were resolved and will be reflected in UNC's revised FNMC Plan submittal currently scheduled for January or February 1989. This plenned final submittal will be in response to our formalized second-round concents scheduled to be forwarded to UNC during November 1988.

TRANSPORTATION Transportation of Category I SNM In conjunction with ongoing NRC/ DOE review of transportation safeguards comparability, staff learned that DOE intends to continue transporting licensed Category I shipments from DOE facilities until a comercial carrier is available. Less that Category I shipments would continue to be made under NRC safeguards requirements.

HIGH LEVEL WASTE MANAGEMENT Implementation of MOU on Performance Assessment Capability Staff of NMSS and RES are developing detailed milestone schedules to carry out the objectives of the Memorandum of Understanding (MOV) between the Division of High-Level Waste Management, NMS$ and the Division of Engineering, RES that was signed September 1, 1988. The purpose of the MOU is to transfer the capability for perfomance assessment of high-level waste repositories that is being developed by Sandia National Laboratory (SNL) to a team of NRC staff from the two Divisions. Work under the MOU will consist of participation in an international effort to validate radionuclide transport models (INTRAVAL) and an effort to apply contractor developed models to Yucca Mountain data. The milestone schedules will be completed by the end of October and will ca'.1 for completion of a preliminary perfomance assessment by the end of FY89.

Risk Assessment Forum Colloquium l

On September 20, 1988, Thomas J. Nicholson and Timothy J. McCartin, Waste Management Branch, DE, RES and Richard Codell, Technical Branch, HLWM, NMSS attended EPA's Risk Assessment Forum Colloquium on "Aspects of Model Validation for Predictive Exposure Assessment" at EPA's Headquarters in Washington, D.C.  ;

The NRC staff was invited to the colloquium to discuss their experiences in model validation studies particularly HYDROCOIN and INTRAVAL. Tom Nicholson, WMB, RES presented an invited paper entitled "Lessons Learned from HYDROCOIN and INTRAVAL". The attendees consisted of EPA staff and selected contractors.

The objective of the colloquium was to provide an open discussion among senior.

EPA staff from the various EPA regulatory offices, select contractors, and the NRC staff on experiences in model validation (i.e., air quality, environmental, water quality, and ground-water contamination). The fundamental questions that ,

the Forum wished to be addressed are related to the development of specific I

Agency-wide guidelines on model validation. The colloquium's discussions centered on definitions of the terms; calibration, verification, and validation.

Various speakers reviewed the need and relationship between model validation strategies and the use of uncertainty analysis, risk assessment models, sensitivity analysis, acceptance criteria, and performance measures of models.

The validation process for the various models seemed to be strongly linked to their specific applications (e.g., predictions for setting permitting conditions, and confirmations of regulatory standards development) and media (e.g., ground water, atmosphere, and surface water.) The NRC research program and experiences in model validation has many similarities to EPA's work. NRC-directed studies on ground-water model validation, however, are more narrowly focused on unsaturated flow and transport modeling due to NHSS's waste licensing needs.

T.J. Nich9 son, 1 WMB, DE, RES EXT 2-3856 PREVENTING DAMAGE TO REACTOR CORES ECCS Research Compendium A staff report (NUREG-1230) supporting the recent ECCS rule has been completed. It is titled "Compendium of ECCS Research for Realistic LOCA Analysis" and is scheduled for publication in October 1988. The purpose of this report is to sumarize the LOCA and ECCS research and to serve as a bibliography for that extensive research effort. The report first sumarizes ENCLOSURE D OCTOBER 7, 1988

2 the understanding of LOCA phenomena in 1974. Next is a review of experimental and analytical programs performed since 1974 to address the phenomena. The results of that research provided a new understanding of the physical phenomena, which was then incorporated into NRC's best estimate computer codes. The report describes tecnnical aspects of those phenomena and then concludes with a discussion of probabilistic risk assessment results and the impact of research on the ECCS regulations.

Comments from KWU (Germany), JAERI (Japan), ACRS and LANL have been accommodated. The estimates of risk in Chapter 7 have been revised in accordance with the updated NUREG-1150 results. All changes have been sent to the contractor for incorporation into camera-ready pages.

On October 6, the 00A Division Director briefed Commissioner Carr on pre-liminary findings from the Fermi Diagnostic Evaluation in preparation for the Commissioner's visit to the Fermi site.

Incident Response Branch (IRB)

On October 5, IRB staff held a briefing for Commissioners' Assistants on NUREG-1210, concentrating on protective action decisionmaking philosophies.

On October 5, the AE00 Director, 00A Division Director, IRB Chief and staff held a meeting with NUMARC representatives to discuss industry actions regarding develop.nent of protective action level guidance.

On October 6, an IRB staff member attended a meeting of the Food and Health Effects Advisory Group which was formed to develop national guidt. ice to support the :tates if COSMOS 1900 was to impact the United States. Be'.ause of experience derived from planning for COSMOS 1900, it was deciJ ed that such a group will be included in the Federal Radiological Emergency Response Plan (FRERP).

On October 6, the IRB chief and staff held a conference call with Regional Emergency Response Coordinators and their management to dis'uss items pertaining to the response program, particularly the applica3ility of the NRC drug testing program on NRC Incident Response team members.

ITEMS OF INTEREST OFFICE OF GOVERNMENTAL AND PUBLIC AFFAIRS WEEK ENDING OCTOBER 7, 1988 INTERNATIONAL PROGRAMS:

Foreign Visitors On Thursday the Washington representative for the Tokyo Electric Power Company, Mr. Akira Omoto, mec with Howard Faulkner and Kevin Burke to discuss TEPCO's nuclear power program; upcoming visitors from Japan; the October 12 NRC technical tean visit to the Fukushima nuclear power station; and increasing anti-nuclear feelings in Japan.

On Friday an eight-member delegation from Japanese records management organizations met with the Division of Information Support Services to learn about NRC's record keeping system and use of automated systems.

Meetings with OECD/NEA and IAEA Michael Congdan, Assistant Director for International Coo 9eration, returned on October 7 from visits to Paris and Vienna. In Paris he attended first time.the In NIA Steering Vienna, Coninittee he and MarjorieasMahy Deputy (U.S. held GPA/IP) Representative for the consultations with IAEA staff on nuclear safety, radiation protection, and technical  ;

cooperation issues. The Vienna meetings marked the second time this year l that GPA/IP has arranged discussions with IAEA staff members to obtain information and exchange views on Agency priorities; the first meeting was in February. GPA/IP hopes that through sut.h meetings NRC can generate greater visibility and awareness among Agency staff regarding NRC's programs and priorities and perhaps influence IAEA safety and radiation protection programs.

STATE, LOCAL AND INDIAN TRIBE PROGRAMS 1388 All Agreement State Meeting The All Agreement State Meeting was held on October 5-7, 1988 in Potomac, Maryland. Comissioner Carr gavt the keynote address to the representatives from the 29 Agree:ent States. The meeting included a panel on materials safety chaired by Robert Martin, Region IV Administrator. The panel included renresentatives from the NRC and the States. Harold Denton, Director of Governmental and Public Affairs, spoke on the national and international aspects of materials regulation.

Hugh Thompson, Director of Nuclear hterial Safety and Safeguards, discussed new initiativas in materf -s regulation. Other areas discussed were: NARM; low-level waste; and decomissioning. Another panel of State and NRC representatives discussed operating events focusing on the RSI incident, the SPEC 2T incident and the 3M Static Eliminators incident. A 1

workshop was held on the final day of the meeting on "effective presentation".

CRCPD NARM Workshop The Conference of Radiation Control Program Directors, Inc. (CRCPD) conducted a NARM Wcrkshop on October 2-4, 1988 in Potomac, Maryland. The workshop included representatives from 1.he Federal government, State governments (both Agreement and non-Agreement States), industry and national organizations. A final report with recommendations is expected to result from this workshop.

Meeting with IDNS on Plant Observations Representatives from the Illinois Department of Nuclear Safety (IDNS) met with Region III staff on October 7, 1988 in Glen Ellyn, Illinois. The purpose of the meeting was discuss IDNS's request for a State representative to accompany NRC Inspectors as an observer on a number of inspections at the Illinois nuclear power facilities. The IDNS request is considered part of this individual's training and qualification program prior to assuming his responsibilities us the Illinois Resident Engineer at the LaSalle County Nuclear Power Station.

Missouri Considering Plant Observation at Callaway The Missouri State Liaison Officer has indicated to Region III that the State may be interested in accompanying NRC inspectors as an observer at the Callaway nuclear power plant. The State is currently examining the scope of what would be required to perform such an observation role.

FEMA Radiological Emergency Planning Conference Robert Trojanon ski, Director of Region II State and Government Affairs Staff, attended the FEMA Region IV Radiological Emergency Planning Conference in Atlacta, Georgia on October 3-6, 1988. The Conference provided an opportunity for Statc, local, Federal and utility emergency

planning officials to discuss programatic issues and concerns of mutual interest.

Pilgrim Restart Meeting l Massachusetts State Liaison Officer Peter Agnes represented the Comonwealth at a menting held by NRR and Region I on Pilgrim Restart at One White Flint North on October 5, 1988. Mr. Agnes expressed the Comonwealth's continued concerns with the adequacy of emergency planning around Pilgrim.

OFFICE OF PERSONNEL ITEMS OF INTEREST Week Ending October 7, 1988 Arrivals and Departures Eleven new employees reported for work in many offices and regions, and in a variety of occupations. NRR gained Maureen Hunemuller, Operations Engineer.

Neal Hunemuller, Reactor Engineer and David Solorio, General Engineer. HMSS gained Norman Eisenberg, Operations Analyst and AEOD gained Thaddeus Allen, Senior Health Physicist. Other Headquarters hires were Thomas Baldesi, Communications Specialist, ARM, and Patricia Jehle, Legal Intern / Attorney, OGC. Region Il gained Bonny Rosenbaum, Health Physicist while Region III gained Michael Bielby, Reacter Engineer, Samuel Mulay, Radiation Specialist and Cheryl Goines, Word Processing Operator.

Eleven departures in:luded three retirements from NRR: Samuel Bryan, Senior Operations Engineer; Joseph Buzy, Senior Reactor Engineer; and Bernard Mann, Reactor Engineer. Betty Wagman, Senior Management Analyst, also retired from CONS. Other departures were: Carol Eberhard, Senior Policy Analyst from GPA:

Diane Fioravante, Senior Resource Analyst and Irwin Spickler, Physical Scientist, both from NRR; Laura Toms, Coordinator, Word Processing Systems and Marcia Bell, Secretary, both from ARM; Lisa Williams, Secretary from NMSS; and Jewel Rodgers, Word Processing Operator from Region III.

Office of Enforcement Items of Interest Week Ending October 7, 1988 The following Significant Enforcement Actions were taken the week of October 3, 1988.

A Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $1,250 was issued on September 30, 1988 to Wise Appalachian Regional Hospital Wise, Virginia. The action was based on a failure to: (1) label syringes or syringe shields containing radiopharmaceuticals; (2) label vial radiation shields that contain a vial of radiopharmaceuticals; (3) issue written permission to a visiting physician as an authorized user; (4) post a restricted area; (5) conduct a quarterly Radiation Safety Committee meeting; (6) perform a formal annual review of the radiation safety program; (7) provide in-service and initial training to ancillary personnel; and (8) perform quarterly dose calibrator linearity tests. The base civil penalty was decreased by 50%

based on the licensee's prompt and extensive corrective actions. (EN 88-80)

A Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $2,500 and an Order Modifying License, Effective imediately and Order to Show Cause was issued on October 6, 1988 to Penn Inspection Company, Chickasha, Oklahoma. The action was based on a source hang-up incident during radiography operations which included failure to utilize personnel monitoring devices, to have access to and follow emergency procedures, to straighte,. the source transfer tube prior to conducting radiography and to observe and record the performance of a radiographer who had not participated in radiographic operations in more than 3 months. The Order Modifying License prohibits the radiographer involved from acting as a radiographer for the licensee without specific NRC approval. The base civil penalty was mitigated by 50% due to good prior performance. (EN 88-81)

Civil Penalty Paid Virginia Electric and Power Company (Surry Power Station Units 1 and 2) paid the proposed civil penalty in the amount of $100,000. The action was based on violations which included the failure to: (1) control an individual's occupational radiation exposure to less than 3 rems per calendar quarter; (2)adequatelyevaluatetheradiationhazards reactor vessel flange in Unit I containment;3)(present during adequately work on the instruct individuals working in a restricted area; (4) have an adequate procedure for purposes of administering a Radiation Work Permit program; (5) provide radiation monitoring devices to personnel entering into high radiation areas; (6) post areas whore respirators were required by health physics; and (7) perform adequate surveys to evaluate the extent of airborne radioactive material present. The base civil penalty was increased by 100% based on the licensee's past poor performance. (EA 88-158) j i

The Order also sets the schedule and scope for parties wishing to challenge the applicant's filing.

In the matter of the certified petition for waiver of certain aspects of its financial qualification rules and other financial qualification issues addressed in ALAB-895, tre commission has not yet completed it deliberation.
