It is our opinion that this meeting was beneficial. The details of our discussion are provided in the enclosed meeting summary. In accordance with 10 CFR 2.790 of NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosure will be placed in the NRC Public Document Room.

ENCLOSURE Meeting Summary Licensee: Duke Power Company Facility: Oconee Nuclear Station Docket Nos.: 50-269, 50-270, 50-287

Subject:

Emergency Plan Deficiencies On L ember 5,1986, licensee representatives met with personnel from the NRC Region II Office in Atlanta, Georgia. The licensee requested the meeting to discuss the NRC plan review findings regarding the changes in emergency action levels (EALs) incorporated in Revision 85-02 to the Oconee Nuclear Station Emergency Plan. The attendance list for the meeting is enclosed as Attachment A to this summary.

l The licensee presented a response to the NRC letters dated March 31, 1986, and October 29, 1986, which identified several inconsistencies between the revised EAls and Appendix 1 of NUREG-0654. The referenced inconsistencies involved a decrease in the conservatism of the EALs relating to evacuation of the Control Room and loss of most or all annunciators.

Licensee representatives gave a detailed presentation (outlined in Attachment 8 to this summary) of the rationale for the changes which had been identified as Emergency Plan deficiencies. Staff review following the meeting determined that the licensee's proposed modifications to correct the deficiencies in question would, with minor changes, meet the intent of NRC guidance criteria. A licensee representative (C. C. Jennings) was telephonically informed of this determination on December 5, 1986.

0450 Determined that KX inverter had failed. Inverter powers most of the statalarm panels and various other equipment. As a result, the Main FWPT's lost power to the speed control circuitry.

0512 Alert declared. Notifications made.

0532 Power restored to KX inverter.

All statalarm panels operable.

O533 Both main FWPT's trip. Error signals to the speed controller.

Raactor trips as designed.

Auxilliary feedwater starts as designed.

0610 Plant stable at hot shutdown.

No significant abnormalities occurred.
