SUBJECT:

DYNAMIC LOADING 0F CRACKED FUEL ELEMENTS AT FORT ST.. VRAIN (FSV)

We have completed our review of your submittal dated August 13,'1984'(P-84275) concerning dynamic loading of a cracked fuel element at FSV. Part of our technical review was conducted by our contractor, Los Alamos National Laboratory. Their Technical Evaluation Report is enclosed (Enclosure 2).

The conclusion of our review is that there is a very low likelihood of an earthquake resulting in the failure of a cracked fuel element. This also means that subsequent loss of coolant flow through that fuel column is equally unlikely. Even if loss of coolant flow in a fuel. element column 41s postulated, there is reasonable assurance that there would not be a significant release from the plant. Thus, we find your response acceptable, and consider this issue closed. Our Safety Evaluation is enclosed as Enclosure 1.
