Gentlemen:

Subject: Inspection Report No. 50-293/86-36

This refers to the routine safety inspection conducted by Mr. A. Krasopoulos of

this office on October 20-24, 1986 of activities authorized by NRC License

No. DPR-35 and to the discussion of our findings held by Mr. A. Krasopoulos

with Mr. E. Pedersen of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report which is enclosed with this letter. Within these areas, the

inspection consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspector.

Based on the results of this inspection, it appears that two of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A. These

violations have been categorized by severity level in accordance with the

" General Statement of Policy and Procedure for NRC Enforcement Actions," 10

CFR Part 2, Appendix C (Enforcement Policy). You are required to respond to

this letter and in preparing your response, you should follow the instructions

in Appendix A.

In total, the inspection identified a number of significant deficiencies in

your Fire Protection Program. These include (1) a significant backlog of

maintenance work to be performed on the fire protection equipment; (2) a sub-

stantial reliance on the fire watches as compensation for degraded fire

inspection equipment; (3) fire watches not performing their assigned duties in

several instances; and (4) inadequate participation by fire brigade members in

the required training. These deficiencies taken together, and considering the

fact that most of these problems were previously identified, are indications of

inadequate management supervision of the Fire Protection Program. In your

response to the enclosed Notice you should address your actions to improve your

performance related to each of the four significant deficiencies in your Fire

Protection Program.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget as

required by the Paperwork Reduction Act of 1980, PL 96-511.
