APPENDIX B NOTICE OF DEVIATION Louisiana Power & Light Company Docket: 50-382/86-13 Waterford Steam Electric Station, Unit 3 License: NPF-38 Based on the results of an NRC inspection conducted on June 1-30, 1986, a deviation of your commitments in response to IEB 85-01 was identified. The deviation consisted of a failure to have adequate procedures or instructions for the operations staff. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the deviation is listed below:

In response to IE Bulletin 85-01, " Steam Binding of Auxiliary Feedwater Pumps," the licensee g stated in a letter dated February 26, 1986, that, "Upon reaching a 230 F reading, control room supervisors are instructed that corrective action is required to vent, drain, and fill as required to bring the temperatures down."

Indeviationfromtheaboge,theNRCinspectorscouldfindnoprocedural implementation of the 230 F limit or the action specified to be accomplished at that temperature. Questioning of a number of senior reactor operators demonstrated they were not cognizant of such a limit. (50-382/8613-03)

Louisiana Power & Light Company is hereby requested to submit to this office within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each deviation: (1) the reason for the deviation if admitted, (2) the corrective steps which have been taken and the results achieved, (3) the corrective stepe which will be taken to avoid further deviations, and (4) the date when full compliance will be achieved.

Where good cause is shown, consideraticn wiki be given to extending the response time.
