Gentlemen:
This refers to the routine safety inspection conducted by Mr. R. A. Westberg and
others of this office on August 1-5, 1988, of activities at Davis-Besse Nuclear
Power Plant, Unit 1, authorized by NRC Operating License No. NPF-3 and to the
discussion of our findings with Mr. P. C. Hildebrandt at the conclusion of the

inspection. The purpose of this inspection was to~ review the licensee's actions
l
on previously identified inspection findings and to review the implementation of
l
Generic Letter 85-06 relative to ATWS mitigating systems.

The enclosed copy of our inspection report. Identifies areas examined during
I
the inspection. Within these areas, the inspection consisted of a selective
examination of precedures and representative records, observations, and
interviews with personnel.
No violations of NRC requirements were identified during the course of this
inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
NRC Public Document Room.
