a NOTICE OF VIOLATION Virginia Electric and Power Company Docket Nos. 50-339 North Anna Power Station Licente Nos. NPF-7 Unit 2 During the Nuclear Regulatory Commission (NRC) inspection conducted on May 14 -

June 10, 1988, one violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Ac-tions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:

l Technical Specification 3.8.1.1 requires in part, two separate and inde-pendent diesel generators be operable with the unit in Modes 1, 2, 3 and 4.

Contrary to the a'oove, with the reactor in Mode 1, both diesel generators were inoperable over a period of approximately 38 hours4.398148e-4 days <br />0.0106 hours <br />6.283069e-5 weeks <br />1.4459e-5 months <br /> on May 18-19, 1988, while preventive maintenance was performed on one diesel generator, and the output breaker for the other diesel generator was inoperable because 4

the charging spring motor was disengaged from the breaker housing.

This is a Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Virginia Electric and Power Company ic hereby required to submit a written statement or explanation to the Nucitar Regulatory Commission, ATTN:

Document Control Desk, Washington, DC 20555, with a copy to the Regional Administrator, Region II, and a copy to the NRC Resident Inspector, North Anna Power Station, within 30 days of the date of the letter transmitting this Notice.

This reply should be clearly marked as a "Reply to a Notice o' Violation" and should include [for each violation):

(1) admission or denial of the violation, (2) the reason for the violation if 1

admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further viola-tions, and (5) the date when full compliance will be rchieved.

Where good cause is shown, consideration will be given to extending the response time.

If an adequate reply is not received within the time specified ih this Notice, an i

order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken.
