i Docket No. 50-302 Mr. W. S. Wilgus Vice President, Nuclear Operations Florida Power Corporation ATTN: Manager, Nuclear Licensing P. O. Box 219 Crystal River, Florida 32629

Dear Mr. Wilgus:

SUBJECT:

RESPONSE TO GENERIC LETTER 88-05, BORIC ACID CORROSION IN PWRS FOR CRYSTAL RIVER UNIT 3 (TAC NO. 68914)

On March 17, 1988, the NRC staff issued Generic Letter 88-05, "Boric Acid Corrosion on Carbon Steel Reactor Boundary Components in PWR Plants."

In this letter we requested that you provide assurances that a program has been imple-mented at your plant that addresses the corrosive effects of reactor Co0lant system leakage at less than Technical Specification limits. The generic letter identified four considerations which your program should include.

in [[letter::3F0688-02, Responds to Generic Ltr 88-05, Boric Acid Corrosion of Carbon Steel Reactor Coolant Pressure Boundary Components in PWR Plants. Schedule for Pilot Program to Inspect,Identify, Evaluate & Repair Leakage or Corrosion Provided|letter dated June 1,1988]], you responded to Generic Letter 88-05, describing your commita. ant to a boric acid leakage monitoring and preventive program at the Crystal River Unit 3 plant. We find that you have provided assurance that a a program is in place dealing with boric acid leakage that po*,entially could affect the integrity of the reactor coolant pressure boundary.

This fulfills your requirenent in responding to Generic Letter 88-05.

As discussed in Generic Letter 88-05, you should maintain, in auditable form, records of the program and results obtained from implementation of the program.

These records may be subject to future auditing.

This completes our effort under TAC No, M 914.

Sincerely, Original signed by Harley Silver. Project Manager Project Directorate 11-2 ;
