SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.125 TO FACILITY OPERATING LICENSE NO. OPR-46 NEBRASKA pUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298
1.0 INTRODUCTION
By letter dated July 5, 1988 (Change No. 64) the Nebraska Public Power District (the licensee) requested an amendment to Facility Operating License No. OPR-46 for the Cooper Nuclear Station. The proposed amendrent would change the Technical Specifications to delete a requirement that Ma'in Steamline Isolation Valves (MSIVs) be partially stroked weekly.
2.0 OISCUSSION CooperNuclearStation(CNS)TechnicalSpecification4.7.D.1.crequires that each MSIV be partially stroked closed and reopened at least once per week during power operation. The licensee recently attempted to conduct j
this surveillance and was not able to complete the test on one of the l
inside-containment MSIVs.
The inability to complete the test was attributed i
a failure of the solenoid-operated test valve which bleeds nitrogen from the MSIV power cylinder through a restricting orifice (see enclosed Figure). The test valve is installed solely for the purpose of enabling the MSIV to be slowly, partially-stroked open for the weekly survefilance. The test solenoid valve is nonnally clostd and is not required to actuate in order for the associated MSIV to perfonn its required safety function which is to close within 3-5 seconds upon a Group I isolation signal.
Upon identifying that the MSIV could not be partially-stroked, the licensee l
parforced the full strole/ rapid closure test required quarterly by Technical Specification 4.7.D.1.b (2). The full-stroke test requires that reactor i
power be reduced. Because the test solenoid valve is inaccessible for repair during power operation, the licensee is continuing to perform the i
full stroke test on a weekly basis pending the relief of this amendment.
The staff acknowledges that the failure to satisfactorily complete the partial-stroke test is not indicative of MSIV inoperability if the full-stroke test can be successfully accomplished.
The ASME Code Section XI requirements for valve stroke-testin!1 is that valves, such as MSIVs, be full-stroked quarterly.
If the ful'-stroke test cannot be accomplished quarterly during power operation, quarterly partial-stroke testing during power operation and full-stroke testing at cold shutdowns is required.

. Since the proposed technical specification is consistent with existing testing requirements as reflected in the ASME Code Section XI, the licensee's proposed amendment deleting the weekly MSIV partial-stroke test is acceptable.
3.0 ENVIRONMENTAL CONSIDERATION
The amendment involves a chance in the installation or use of a facility component located within the restricted area as defined in
.u CFR Part 20.
The staff has detennined that the amendment involves no sig lificant increase in the amounts, and no significant change in the cypes, of any effluents that may be released offsite, and that there w no significant increase in individual or cumulative occupational radiation exposures.
The Comission has previously issued a proposed finding that the amendment involves no significant hazards consideration and there has been no public coment on such finding. Accordingly, the amendr.ent meets the eligibility criteria for categorical exclusion set forth in 10 CFR Section 51.22(c)(9).
Pursuant to 10 CFR 51.22(b), no environmental impact statement or environ-mental assessment need be prepared in connection with the issuance of the amendr.ent.
4.0 CONCLUSION
1 The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public will not be endancered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comist. ion's regulations, and the issuance of the amendment will not be inimical to the comon defense and security or to the health and safety of the public.
