Dear Mr. Denton:
Carolina Power & Light Company (CP&L) hereby submits additional information concerning onshift operating experience at the Shearon Harris Nuclear Power Plant (SHNPP).
Based on preliminary examination results released on December 30, 1986, Mr. E. Brooks failed to pass the annual written requalification examination administered by CP&L on December 19, 1986. Based on this, Mr.
Brooks has been relieved of his licensed shift duties and placed in accelerated requalification training.
Mr. Brooks had been previously designated as a qualified individual fulfilling the requirenents of onshift operating experience.
In addition to Mr.
Brooks, Mr. D. Batton who was also designated as a qualified individual fulfilling the requirements of onshift operating experience will be unavailable to participate onshift for approximately two to three weeks due to hospitalization for removal of a growth on his thyroid.
In order to maintain a qualified experienced individual on each shift, CP&L hereby l
proposes a revision to the previously submitted plan for onshift j
operating experience.

as a qualified experienct.d individual to work on shift.
Mr.
Collins has had six years of previous operating experience as a licensed S20 onshift at the CP&L H. B. Robinson Steam Electric Plant. During that period, Mr. Collins participated in both full power operations and reactor startups and shutdowns.
Mr. Collins presently holds an SRO license at SHNPP, however he has not yet taken an NRC administered simulator examination.
Mr. Collins' operating experience far exceeds all requirements for previous onshift operating experience.
Mr. Collins would only serve as a designated experienced individual onshift for the period of time until other members of the shift could fulfill the requirements of l
onshift operating experience. The requalification reexamination for Mr. Brooks is scheduled f or January 15, 1987. As with any short term absence, Mr. Collins' position as Manager-Operations will be designated to Mr. J. Thompson, the Operating Supervisor.

months of previous PWR operating experience, Mr. H. Carter.

s and this experience included both full power operations and a startup and shutdown. With an additional six weeks of operating experience at SHNPP with the plant in an operating condition (greater than 350* F), Mr. Carter will meet the requirements for previous onshift operating experience. This additional six weeks experience will be completed by February 1, 1987.
CP&L scheduled shift manning to satisfy the requirements for having a qualified previously experienced individual onshift is included as Attachment 1 to this letter.
This schedule would be effective for the period of time from exceeding five percent power (approximately January 10, 1987) to February 1, 1987 when Mr.
Carter will fulfill the experience requirements and Mr. Batton and Mr. Brooks are expected to be back on shift. Several possible options are provided. Our preference is to implement Option A-1 for the period 1/5/87 to 2/1/87. Option C would then be implemented commencing 2/1/87. Shift rotational schedule for Option A-1 is provided in Attachment 2.

A chronology of these recent events is included as Attachment 4.
The proposed staffing plans for onshift operating experience, as outlined above, satisfy the requirements of Generic Letter 84-16.
