APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear RegulEtory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A 4

of this license.

The application proposes to revise Table 3.7-1

("Process Pipeline Penetrating Primary Containment") to reflect four modifications that will be installed during the 1988 l

Refueling outage.

In addition, two missing table entries are added.

The first modification involves the addition of 1

four containment penetrations for the Primary Containment Radioactivity Monitoring System (PCRMS.)

The Authority is installing a redundant pair of sample lines to improve the reliability of the FitzPatrick PCRMS.

Two containment penetrations are added to Table 3.7-1 to reflect this modification.

Two other additions correct an inadvertent omission and revise the table to accurately reflect ti e as-built l

condition of the plant.

The second change deletes four table entries associated with the service and breathing air supplies to the drywell.

These 4

lines are no longer used and will be cut and capped during the upcoming outage.

The third modification involves replacing two Residual Heat Removal system motor-operated gate valves with motor-operated i

l globe valves.

This will improve the operators ability to control and limit containment spray flow.

l A fourth modification involves the replacement of two Reactor Water Sample containment isolation valves.

The existing air and AC powered globe valves will be replaced with solenoid valves.

The new valves will be powered with AC power only.

The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License.

The Safety Evaluation for the proposed changes is included as Attachment II.
