We have completed our review of your submittal dated February 6,1987.

Enclosed is cur confirmatory Safety Evaluation of the safe shutdown capability forFortSt.Vrainhighterperaturegas-cooledreactor(HTGR)atupto82%

power. The staff concludes that the accident analyses presented in the Final Safety Analysis Report (FSAR) Chapter 14 are indeed bounded by those limiting conditions previously analyzed and found acceptable at up to 82 percent power for emergency safe shutdown. We confirm the acceptability cf operation of Fort St. Vrain 82 percent of the licensed power.
