By letter dated June 27, 1986, you requested a temporary waiver from the requirements of Technical Specification 3.8.1.1 concerning operability of the Emergency Diesel Generators. At that time, D. C. Cook Unit 2 was in Mode 3 (Hot Standby) and the extension was requested to evaluate and take corrective action relative to an apparent Service Water leak into the Emergency Diesel Generator lube oil system.

Following evaluation of your request, my staff indicated to you on June 27 that I would grant an extension for the period required to issue an emergency Technical Specification change. However, on June 29, 1986 you elected to place Unit 2 in cold shutdown to repair a leaking Pressurizer Spray Valve.

This action obviated the need ior the request by placing the unit in a mode not required by the Technical specifications.

Should any questions remain regarding this matter, I would be glad to discuss them with you.
