This refers to the Cleveland Electric Illuminating Company request for Enforcement Discretion to voluntarily enter Technical Specification Limiting Condition for Operation Action Statements 3.3.1 and 3.3.2 in order to safely establish flow thru feedwater 6A heater as stated in your letter to Davis, letter of August 4, 1988.
We have thoroughly reviewed and evaluated the context of your request and have discussed the subject with NRC Headquarters management.
Based on our in-depth discussion and reviews, we have concluded that your justification for voluntarily bypassing the Main Steam Line (MSL) Radiation Monitor trips while establishing flow thru feedwater heater 6A provided the necessary infonnation to support the NRC's granting of this relief on a one-time basis.
Based on the infonnation provided relative to the effects expected during establishing flow to the 6A feedwater heater and the monitoring of the nonbypassed MSL radiation monitoring channels, your request to voluntarily enter into the technical specification action statement was granted.
In accordance with Section 2.790 of the NRC's "Rules for Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter will be placed in the NRC's Public Document Room.
