We have been informed by Senator Proxmire's office of the offer of a group from the University of Wisconsin Nuclear Safety Research Center to

expert advice to the U.S. Government (USNRC) in aiding the Chernobyl Nuclear Plant disaster. As you may know, the Russian Government has refused an offer of assistance from the United States. However, the Environmental Protection Agency, which is the lead Federal agency on this matter, is keeping track of offers such as yours in the event there is a change in position or other countries request assistance. Therefore, we have forwarded your reouest to EPA. Your offer is appreciated.
