OF MEETING WITH NUCLEAR UTILITY GROUP ON STATION BLACKOUT (NUGSBO) ON USI A-44 Meeting Date: April 29, 1987 Location: Bethesda, Maryland -

. Purpose of Meeting: The purpose of this meeting was to continue discussions of procedures dealing with NUMARC initiatives 2a and 2b brought forth by NUGSB0 at the April 2, 1987 meeting. This, was the 8th meeting held with the NUGSB0 group.

The primary topic of discussion was the guidelines (Reference 2) which relate to NUMARC initiatives 2a and 2b (Reference 1). These discussions were a con-tinuation to the views exchanged at the April 2, 1987, meeting. The principal topic of discussion was NUGSBO's proposal to use alternate AC power sources

, (AAC) to cope with a station blackout. The staff agreed with some of the draft I guidelines. However, the staff, again expressed concerns about NUGSBO's l proposal to utilize "swing" diesel generators at multi-ur.it sites as an acceptable AAC power source since: A a) swing (or shared) diesels on multi-unit sites are already l incorporated into the redundancy commitments for a particular licensee, and l

, b) use of diesels as independent AAC's raises the same common cause failures questions associated with currently employed EDGs.

This meeting did not resolve the staff's ccncerns regarding use of diesels as independent AAC's concerns and NUGSB0 will consider further the staf f's comments.

Another topic discussed was the need for a diesel generator reliability program, it does not appear that INPO has an overall EDG reliability program which woulc have industry-wide applicability. G. Fader discussed briefly INPO's data collection program for monitoring emergency diesel generator (EOG) unavaila-bility. Fader showed two examples of the reduced data base and noted that find-ings from this program are sent back to the participating utilities, and that this data gathering program is nearing acquiring a three year history span for EDG unavailability. This is the data base referred to in NUMARC's initiative 4 (Reference 1). In addition Fader noted that INPO diesel operations and reliability specialists review testing and maintenance procedures with those utilities having higher than average unavailabilities. However, INPO does not use a specific unavailability level which would trigger corrective actions,

- and followup actions are lef t to the individual utilities (or plants). INPO only collects the data, calculates industry-wide and plant specific EDG unavailabilities, and then returns that information to the individual plants.

INPO works with the plant-specific EDG operational and maintenance programs currently in use.

The outcome of the meeting was agreement that NUGSB0 will provide the staff with their list of unresolved items associated with the April 2 and April 29, 1987 NUGSB0 mentings, and that the staff will review Reference 2 against that list, so that understandings can be reached. It is likely that several additional meetings will be required to adequately assess and address NUMARC initiatives which include guidelines for AC-independent coping capabil-ity as well as the alternate AC approach.
