OF MEETING WITH NUGSB0 ON USI A-44 Date: August 20, 1986 Location: Phillips Building Bethesda, Md.

Attendees: NRC NUGSB0 P. Norian S. Maloney from Devonrue A. Rubin C. Ondash from Devonrue P. Baranowsky R. Helfrich from Bishop Liberman, Cook, Purcell & Reynolds

Background:

This was a follow-up meeting to the one held with NUGSBC on July 29, 1986 (memorandum for Themis Speis from Warren Minners on August 7,1986). The purpose of this meeting was to discuss guidelines that NUMARC has sent to utilities to assess their station black'out coping duration requirements.

Discussion: NUGSB0 provided a copy of their document entitled "Assessment of Coping Duration Requirements" that was sent to utilities in early August 1986 (see Enclosure 1).

This guidance was developed by NUGSB0 to be consistent with NRC's draft regulatory guide on station blackout and other NRC technical reports issued under Task Action Plan

. A-44 RSIB and RRBR/RES will review this report and provide connents to NUGSB0 at a meeting tentatively planned for mid September.

f 2-The document is being used by uti'ities to detennine if they fall into a 4- or 8- hour station blackout duration group. NUGSB0 is planning worksbeps for utilities in late September, and they expect most utilities will complete their assessments by the end of 0:tober.
