Hooten Executive Director Nuclear Operations 300 Erie Boulevard, West Syracuse, New York 13202 Gentlemen: Subject: Inspection Report No. 50-410/86-23 This report forwards the findings of the Emergency Preparedness Implementation Appraisal of Nine Mile Point Nuclear Plant Unit-2, which was conducted May 19-22, 1986, by Mr. W. Lazarus and other of this office at Nine Mile Point Nuclear Plant, Scriba, New York. Areas examined during this inspection are described in the NRC Region I Ins- pection Report enclosed with this letter. This appraisal consisted of se- lective examinations of procedures, representative records, facilities and equipment, interviews with personnel, and observations of the inspectors. During the appraisal the inspectors placed emphasis on those areas that are unique to Unit-2 and on the integration of the Unit-2 program into the overall site Emergency Preparedness Program. Within the scope of this inspection, no violations were identified. Items requiring corrective action are summarized in Detail 4 of the inspection re- port, and are categorized as to whether they must be corrected prior to low power or full power licensing. During the course of this inspection, our inspectors identified an area in which your established Emergency Plan deviates from the guidance of NUREG-0654, in that the Technical Support Center (Site Emergency Director) exercises con- ' trol over both on an off-site actions. It is our position that the Technical Support Center should be responsible for mitigation of the accident and the Emergency Operations Facility should be responsible for interface with off-site agencies. We will be in contact with you to set up a meeting to discuss this matter in the near future.
