SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION S_UPPORTING AMENDMENT NO. 6 TO FACILITY OPERATING LICENSE N0. NPF-62 ILLIN0IS POWER COMPANY, ET AL CLINTON POWER STATION, UNIT 1 DOCKET N0. 50-461

1.0 INTRODUCTION

By letter dated October 30, 1987 the Illinois Power Company (IP), et al (the licensees) requested an amendment to Facility Operating License No.

NPF-62 for the Clinton Power Station, Unit 1.

The proposed amendment would revise Surveillance Requirement 4.11.2.7.2 concerning the i

radioactivity rate of noble gases from the off-gas recombiner effluent in order to ensure compatibility between Specifications 4.0.4 and i

4.11.2.7.2.

The licensees proposed an exception to Specifications 4.0.4 for Surveillance Requirement 4.11.2.7.2 which would allow the plant to enter the applicable OPERATIONAL CONDITION without having first i

performed the required surveillances.

l-2.0 EVALUATION 1

l Specification 4.0.4 states that entry into an OPERATIONAL CONDITION or other specified applicable condition shall not be made unless the Surveillance Requirement (s) associated with the Limiting Condition for Operation have been performed within the applicable surveillance interval i

or as otherwise specified.

Specification 4.11.2.7.2 requires the l

radioactivity rate of noble gases from the off-gas recombiner effluent to j

be determined at two specified frequencies:

(1) at least once per 31 days, and (2) within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> following an increase of 50% in the i

indicated nominal steady state fission gas release from the primary l

coolant (with certain provisions). The APPLICABILITY of this Specification (i.e., the applicable OPERATIONAL CONDITION) is "during Operation of the main condenser air ejector."

Since Surveillance 4.11.2.7.2 cannot be performed until after entering the special applicable OPERATIONAL CONDITION, an exception to Specification 4.0.4 has been proposed for this surveillance in order to ensure compatibility between Specifications 4.04 and 4.11.2.7.2.

This exception formally allows the plant to enter the applicable OPERATIONAL CONDITION without having first performed the required surveillances. Two plants which are similar to Clinton that were licensed in the past several years have this proposed exception incorporated in their original Radiological Effluent Technical Specifications (RETS).

Based on our evaluation, the staff has determined that the licensees' proposed change to their RETS meets the intent of the NRC model RETS for BWRs, NUREG-0473, Revision 2, dated February 1,1980. Thus, the proposed change does not involve a significant increase in the probability or consequences of an accident previously evaluated.

. It has been determined that the proposed change does not create the possibility of a new or different kind of accident from those previously evaluated.

It has also been determined that the proposed change does not involve a significant reduction in a margin of safety since it does not involve a change to any trip setpoints, analytical values, or design limits required or assumed in any safety analysis.

3.0 ENVIRONMENTAL CONSIDERATION

Pursuant to 10 CFR 51.32, the Comission has previously determined in an environmental assessment of the proposed action published in the Federal Register that granting this amendment will have no significant impact on the environment (53 FR 29533).

4.0 CONCLUSION

We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
