Ulmer TELEPHONE:

503-556-3713 OPERATIONS:

The plant entered the month of April 1986 at full-rated power.

On April 2 at 2100, power was reduced to 73% of rated power due to favorable regional hydroelectric power conditions.

Operation at reduced power continued through April 15.

On April 16 at 0020, the turbine generator was removed from service, at 0031 the reactor was shutdown, and cooldown toward Mode 6 (refueling conditions) commenced.

On April 24 at 1815, the plant entered Mode 6 for the 1986 Refueling Outage.

l The plant remained depressurized and less than 100*F through the end I

of the month.

i l

On April 11 at 2245 while the plant was operating at 73% power, the service water outfall piping in the Columbia river was struck and damaged by a passing grain ship that had lost steering.

The piping approximately 50 feet offshore was severed below the water surface and partially displaced from concrete support moorings.

No effects on plant operation were observed.

Replacement of the outfall piping is in progress.

The Coast Guard was notified.

MAJOR SAFETY RELATED MAINTENANCE:

'A' train centrifugal charging pump - replaced bearings and seals.

'A' train emergency diesel generator - replaced valve cover gaskets, general PMs.

'B' train emergency diesel generator - replaced valve cover gaskets, general PMs.

'A' train auxiliary feedwater pump - turbine inspection.

'A' containment spray pump year ISI inspection.

'B' containment spray pump year ISI inspection.

Began S/G and piping snubber testing.

Began RCP B lower bearing inspection.

l Began reactor core unloading and fuel inspection.

Tested pressurizer and main steam safety valves.

MISCELLANEOUS MAINTENANCE:

Subcooling margin monitors (A&B Train).

Replacement of #5A,8; #6A,B; #7A,B feedwater heaters in progress.

Outfall (discharge) piping repair / replacement.

flydrogen vent valve MO-10011, repaired drive mechanism.

l Replaced source range neutron detector N-31.

(

Began low pressure shell, turbine-generator inspection.

l Performed numerous electrical breaker and valve inspections.

j Performed numerous hydrostatic pipe tests.

Began containment local leak rate testing.

Performed annual maintenance on cranes.

'A' SFP exhaust system repairs in progress.

LICENS3 CilANGES:

None MISCELLAMEOUS:

l The NRC performed an annual nuclear fuels and special nuclear material audit during the week of April 7, 1986.
