Page 1 1.0 GENERAL 1.1 PURPOSE This procedure outlines basic respcnsibilities and tasks for the developrent of engineering walkdown drawings "as-designed" drawings, and "as-built" drawings for individual cable tray hangers.

This procedure is applicable to the activities performed for the development of individual as-built cable tray hanger drawings. Also addressed is the issuance of new desi, nodified and re-designed cable tray hanger drawings for field ins ion. This procedure is established to assure inglenentation of the applicable portions of TNE-DC-1.

1.2 SCOPE 1he scope of this instruction shall apply to Unit 2 designated cable tray hangers, excluding the main structural framework in Room No.134, and the Auxiliary and Electrical Control Buildings Rooms as listed below:

3he Project Discipline Supervisor shall also assure doc.anents controlled at the jobsite shall be made available to DIY in a manner consnensurate with the controls of the d~-m at the jobsite. A periodic verification effort shall km established to assure these controls are inplemented.

The CIH Verification Program Suoervising Engineer has been delegated the specific functional responsibility for assuring inplementation of seasures described herein, for assuring that adequate tracking mechanisms exist to assure procer interface and control of tre collection of necesary information, assembly and forwarding of the information to off site CADD, and for receipt of drawings.

The Project Coordinator shall support the CIH verification program supervising engineer by coordinating walkdowns, assembly and transmittal of "as-built" packages, interface activities, and by establishing and mintaining adequate tracking mechani=ns, or logs to assure positive control of all activities described in this instruction.

'Ihe Program Manager-New York Office (NYO), is responsible for assuring activities are controlled and performed in accordance with established engineering procedures / instructions and the EBASCO-New York (ENY) QA Program.

hhen specific individuals are designated by title in this instruction, it shall be assumed that the designee may act in that capacity. Docunentation of such designation shall be main *=i H within the applicable group.

A site Special Analysis Group will be performing engineering review activities for priority areas. This review shall conply with similar procedures established for the SAG department in New York. Areas for which site S 6 eview may be utilized are:

The CTH Verification Program Supervising Engineer shall assure that site changes to as-built drawings and/or the design of new cable tray hangers comply with TNE-DC-1. 'Ibe Design Engineer shall be acknowledgeable in the requirements of the Gibbs si Hill 2323-S-900 and TNE-S-900 series drawings.

The Design Engineering Supervisor is responsible for:

a.

Inglementation and coordination of interface activities.

b.

Establishing and mintal.ning adequate tracking mechanistis.

c.

Design calculation and drawing approvals.

d.

Training and training documentation.

'Ihe CIH Program Manager is responsible for ensuring activities within the purpose a:x1 scope of this instruction are cenpleted in accordance with the measures described herein.

'Ihe CTH Supervisor is responsible for inplementing this instruc-tion. 'Ihe CIH Supervisor shall coordinate the assembly and transmittal of " Bolt Hole Verification" packages, interface activities, and establish and maintain adequate tracking mechanisms or logs to assure positive control of all activi-ties described within this instruction.

2.0 PROCEIXJRE 2.1 COIIECTION OF PRELIMINARY DATA The CTH Project Coordinator at the CPSES site shall collect all necessary engineering and inspection documents for tne preparation of the as-designed and as-built drawings.

2.3 PROCESSING OF "AS-BUILT" PACKAGES Sequence of activities required to generate "as-built" CTH packages is illustrated in Figure 3.

j 2.4.2.2 cm "AS-BUILT" WEID WAIJ:DOWN Once the Cable Tray Banger "as-built" drawing is prepared, the CTHABC shall initiate and coordinate the "as-built" weld walkdown by welding technician ae' verification by QC inspector.

2.4.2.3 hecectance Criteria

'Ihe length of weld shall have + 1/4 inch tolerance in dimensions and weld size will not have any tolerance otner than that allowed in the welding procedures WES-29.

2.4.2.4 "As-Built" Weld Walkdown The welding technician shall request the Unit #1 Cable Tray Hanger "As-Built" welding map drawing frcm the Paper Flow Group and marx on the drawing in red ink the "As-Bu:,lt weld size, type and length for each CIH joint. On completion of "As-Built" weld mapping, welding technician shall sign off and date on appropriate cox on drawing.

'INE-AEH::S-3, Rev. O September 3, 1985 Page 7 The QC inspector shall verify the welds on Cable Tray Banger "As-Built" Weld Map Drawing received from the Paper Flow Group. Any deviation between the weld size and length marked in red ink on the drawing shall be noted in black ink by the QC inspector by crossing out the affected dimensions and noting the new dimensions.

All crossed out dimensions shan have initial and date. On ocupletion of "As-Built" weld verification, QC inspector sha n sign off and date on appropriate box.

2.4.2.5 ENGINEERING EVAIDATION a) '!he QC inspector's weld length, type and size verification shall be considered as final in a case of a difference between the measurement of welding technician and QC inspector.

b) '!he engineer shall revise the Cable Tray Hanger "As-Built" Weld Map Drawing _tc incorporate actual weld size, type and length. '!his revised "As-Built" Weld j

Map Drawing shan be transmittec to DCC.

2.5 ENY GdNERATICN OF "AS-BUILT" DRAWDG

'Ibe marked-up engineering walkdown drawings shall be transmitted by the CIH Project Coordinator to the PM-ENY for use in preparation of the "as-built" CADD drawing. A copy of the narked-up walkdown sketch shan be kept on file by the Project Coordinator.

Upon cx:grpletion of the SAG activities, the marked-up drawing win be used by CADD to generate,the "As-Built" drawing for the support.

2.5.1 SAG verification and Aporoval The "as-built" drawing generated CADD win be sent to the SAG for the ccanencement of applicaole design control measures in accordance witn establisheo procedures.

The approved "as-built" drawing will be transmitted by the PM-ENY to the site for distribution by DCC in accordance with established site procedure.

2.6.1 Review of Field Encineer Drawing

'Ihe Field Engineer (FE) shall verify that the hanger is installed at the specified location shown on the as-designed drawing. 'Ihe Field Engineer shall attach a copy of his notes for those hangers that are not installed in the required proximity. 'Ihe CIH Design Verification Engineer shall review the FE drawing for incorporation in the as-built drawing.

2.7 NEW DESIGWMODIFIED AND INSTALLATION IN::im.A.;rION

'Ihe CIH Program Manager is responsible for the design of new cable tray hangers. 'Ihese "new" hangers are essentially undified or re-designed hangers requireo for resolution of field interferences, although first-time hangers may also be designed.

A Flow Chart has been provided in Figure 4 to delineate the responsible groups for preparation of the new cable tray hanger design. Group responsibilities and activities for processing new design hangers are essentially the same as outlined in previous paragraphs of tnis instruction.

2.7.2 Design Criteria 2.7.2.1 Constructability Details selected by the engineer shall provide a practical capability of installation. Consideration shall be given to interferences, e

2.7.2.2 Welds on drawings M1ere the welds are recorded as being inaccessible to measure or where only one 1 of the weld is measured, the drawing shall specify the minien d size required. Fillet welds nude at a dihedral angle greater than 135* shall not be used for structural integrity or the certification m ir slations of the support unless the welding symbol exhibits a " machining required" note. Thus the weld symool shall not indicate a weld size on the as-built drawing.

2.7.2.3 Bolt Hole Dinensions Individual support drawings shall show the bolt hole size requirement.

The size will be defined as the maxinun hole size, and the hole drilled a mininum the size of 'the bolt. Hole sizes in structural bolted connections may be 1/16 inen larger (max.) than nminal bolt dia::eter for bolt sizes up to 1 inch diameter. Hole sizes in anchor plates and angles (for Hilti-bolts and Richrrond screw arxtors) shall be as follows:

(a) 3/16 inch (max.) larger than ncrninal bolt diameter for 3/4, 1, l

and 1 1/4 inch in diameter.

l (b) 1/4 inch (max.) larger than nominal bolt diameter for 1 1/2 inch l

2.8.1 Initiation 2hc Cable Tray Banger Engineering group shall prepare and transmit approved " Bolt Hole Verification" drawings to DCC/ Paper Flow Group (PFG) for assembling specific " Bolt Hole Verification" drawing and operation traveler in a package for Q: inspections. The packages shall be controlled by Unit #2 PEU.

2.8.2.2 Encineering Walkdown The engineering walkdown team shan walkdown the CIH and prepare a drawing identifying each bolt hole with a unique nureer for each joint having bolted connections. The conplete drawing win contain as a miniman information show on Attachment 1 for each unique bolt hole. To faciliate QC documentation, the bolt information will be sunnarized as shom on Attacnment 2.

Upon approval, the drawing shall be transmitted to DCC for distribution.

2.8.2.3 Ooerational Traveler The craft (construction) win remove the bolts and nuts in such a sequence that the hanger say remain in a safe condition including tie-offs to adjacent structures or prop up as necessary and document on the Traveler (Attachment 5).

2.8.3 Removal of Bolts and Nats Se field engineering or osnstruction craft shan remove au bolts and nuts as specified on " Bolt Hole Verification" drawing for the specific cable tray hanger. Icose parts resulting from removal of the bolts shall be securec to the hanger.

2.8.5 Dicineerino Evaluation The Cable Tray Hanger Group shall evaluate each CIH package after coapletion of t,p inspection on tne basis of the following acceptance requirements:

All raceways requiring fire barrier naterial (thermolag) are identified by EDSG and transmitted to the Area Managenent Group, via CPPA, with a copy to the Civil / Structural Supervising Engineer or individuals in Civil / Structural Engineering discipline.

Civil / Structural Engineering shall maintain a file for all of the inccming CPPA let*Jrs.
