Gentlemen:

This refers to the special safeguards inspection conducted by Ms. G. Christoffer

and Messrs. G. Pirtle, and J. Kniceley, of this office between August 13, 1985

and March 14, 1986, of allegations pertaining to the security program at Big

Rock Point Nuclear Power Plant authorized by NRC Operating License No. DPR-6

and to the discussion of our findings with Mr. H. Cooper and other members of

your staff during a telephone conference call on July 2,1986.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection. However, an allegation pertaining to certain employees being

under the influen.ce of alcohol when reporting for duty is furnished for your

information and action (Allegation W).

Please advise us in writing within 30

days after receipt of this report of the actions you are taking to address the

allegation and the results of your review.

The attachment to this report concerns a subject matter which is exempt from

dir-losure according to Part 73, Title 10, Code of Federal Regulations,

Section 73.21. The attachment to this report must be handled and protected

in accordance with the provisions of 10 CFR 73.21.

Consequently, the attachment

of this inspection report will not be placed in the NRC Public Document Room.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this

letter, the enclosures, excluding the attachment to the inspection report, and

your response to this letter will be placed in the NRC Public Document Room.

The response directed by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reductioni

Act of 1980, PL 96-511.
