Dear Sir:

The Authority is requesting an amendment to the James A.

FitzPatrick Technical Specifications to change the water level setpoint for the MSIV, MSLDV and RWSV closure f rom reactor low-low water level (Level 2) [t l26.5 inches from top of active fuel (TAF)]

to reactor low-low-low water level (Level 1) (2 18 inches from TAF).

The proposed change in the water level setpoint for the MSIVs, would reduce the possibility of spurious MSIV closure due to variation of water level, which would result in an increase in plant availability.

This change would also reduce challenges to the Safety Relief Valves (SRVs), reduce suppression pool heatup and simplify operation of the FitzPatrick plant.

Since the set of water level instruments controlling the MSIVs also control the MSLDVs and RWSVs, the setpoint for these systems are also lowered in this proposed amendment.

Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document titled " Application for Amendment to Operating License", together with forty (40) copies of Attachments I and II thereto, comprising a statement of the proposed change to the Technical Specifications and the associated Safety Evaluation.

General Electric Report NEDC-30838-1 Rev.

1, June 1985, " Safety Review of Safety Relief Valve Simmer Margin Analysis and Water Level Setpoint Change for the James A. FitzPatrick Nuclear Power Plant" is included as Attachment III.

The sections on Safety Relief Valve Simmer Margin Analysis which are also included in this report are not applicable to this amendment application.
