Gentlemen:
This refers to the inspection conducted by Mr. B. L. Bartlett of this office
during the period April 1-30, 1986, of activities authorized by NRC Operating
License No. NPF-42 for the Wolf Creek Generating Station, and to the discussion
of our findings with Mr. F. T. Rhodes and other members of your staff at the
conclusion of the inspection.
Areas examined during the inspection included followup on a previously
identified NRC item, operational safety verification, engineered safety
features system walkdown, onsite followup of events, monthly surveillance
observation, monthly maintenance observation, and plant tours. Within these
areas, the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the
inspector. The inspection findings are documented in the enclosed inspection
report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations. Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Your response regarding violation B should also address the reasons why the
inadequate fire barriers were not recognized by management and corrective
actions taken in a timely manner. Additionally, your response to violaticn C
should include:
(1) whether any other safety-related valves have been modified
in this manner and (2) whether current surveillance procedures, drawings, and
inservice inspection programs include adequate programatic controls to ensure
the analyzed requirements will be met.
We have also examined actions you have taken with regard to a previously
identified NRC item concerning NRC General Letter 83-28. The status of this
item is identified in paragraph 2 of the enclosed report.
