San Onofre Nuclear Generating Station, Units 2 and 3.

Enclosed are Amendment Application Number 185 to Facility Operating License NPF-10, and Amendment Application Number 171 to Facility Operating License NPF-15, for the San Onofre Nuclear Generating Station, Units 2 and 3, respectively.

The Amendment Applications consist of Proposed Technical Specification Change Number (PCN)-499 which is provided in Enclosure 1 to this letter.

PCN-499 is a request to revise Technical Specification (TS) 3.7.6, " Condensate Storage Tank (CST T-121 and T-120)" and the associated Bases to increase the

minimum required volume of water in T-120 from 280,000 to 360,000 gallons.

This TS change request is required to incorporate the Administrative Water Volume increase implemented as a compensatory measure by Licensee Event Report 2-1996-012 (Reference). The Southern California Edison Company (SCE) has determined that 360,000 gallons of water is required to be maintained in CST T-120 to ensure that 200,000 gallons of water would be available to meet the l

Document Control Desk l Residual Heat Removal System" guidance, assuming an allowance to isolate CST T-120 from all non-Seismic Category I piping. The 360,000 gallon limit includes an allotment of water (32,616 gallons) which SCE may allocate to future "as yet unidentified" usages and/or losses.

SCE has already revised plant procedures to require greater than or equal to 360,000 gallons of water to be maintained in CST-T-120.

Therefore, SCE requests this amendment be issued effective as of its date of issuance.
