CATAWBA UNITS 1 AND 2 - EXPERIENCE REQUIREMENTS FOR SENIOR REACTOR OPERATOR (SRO) LICENSES

By letter dated July 9,1986, you requested a change to Technical Specification i 6.3.1 which would pennit an exception to the experience requirements for two candidates for SR0 licenses. The NRC staff requires that an applicant for SR0
license shall have a minimum of 4 years of experience as a control room op-
erator. The details of this requirement are stated in Enclosure 1 to a letter from H.R. Denton to all licensees, dated March 28, 1980.

l The staff has reviewed your request and finds that waivers to the above requirement are only granted when the licensee provides evidence of extenuating circumstances and documents that each of the individuals requesting the waiver had obtained an experience equivalent to the four years required by Denton's letter. We find no information to support a finding of extenuating circumstances in this case since both Units are operating, and, therefore, the NRC staff denies the re-quested change to Catawba Units 1 and 2 Technical Specifications.

For your information, NRC examiners review licensed operator applications against requirements contained in source documents to determine eligibility for NRC examination. The facility Technical Specifications are not considered a source document for this purpose, and therefore are not normally referred to when determining a candidate's eligibility for examination. We are not aware of any Technical Specification requirements which exceed the present eligibility standards. An SR0 applicant at an operating plant who did not have four years of responsible power plant experience would not normally be found eligible for examination, irrespective of whether the requirement was repeated in the facility Technical Specifications.
