Requalification Program Evaluation for San Onofre Nuclear Generating Station Units 2 and 3 On June 17-26, 1986, the NRC conducted an evaluation of the requalification program at your SONGS Units 2 and 3 facility. The preliminary findings discussed with members of your staff are contained in the enclosed report.
Per NUREG-1021, Operator Licensing Standards, the overall evaluation of the program must fall into one of three categories: " Satisfactory",
" Marginal", or " Unsatisfactory". The criteria for this determination are summarized in the enclosure and are detailed in NUREG-1021 ES-601.
During this requalification cycle ten Senior Reactor Operators and eleven Reactor Operators were examined. The NRC prepared and administered the written and operating examinations. Of the twenty-one individuals examined, eighteen passed all portions of the examinations. Three individuals failed the operating portion of the examinations. Based on the criteria in NUREG-1021, the requalification program at SONGS 2/3 is evaluated as satisfactory.
In accordance with 10 CFR 2.790(e), a copy of this letter and enclosure 1, Examination Report, will be placed in the NRC Public Document Room.
