50-267 Fort St. Vrain Nuclear Generating Station Operating License:

DRP-34 Based on the results of an NRC inspection conducted on September 26-30, 1988, two deviations from the licensee's commitments to the NRC were identif ed. The deviations involved:

failure to upgrade fire penetration seals as committed; and failure to justify use of, provide proceduret for, and identify independent power sources for terJorary ventilation fans to be used upon fire induced loss of the three-room complex HVAC.

A.

Upgrading of Fire Barrier Penetration Seals The licensee, in the Appendix R Evaluation Report No. 4, "Evaluations and Modifications," committed to upgrade the fire barrier penetration seals in the following aieas to a full 3-hour fire rated design:

West wall of the three-room complex Diesel generators rooms Auxiliary boiler room Turbine lube oil reservoir room Turbine lube oil storage room In deviation from the above, two penetration seals were found in the auxiliary boiler room that were not 3-hour rated.

Portable Fans For Three-Room Complex HVAC The licensee, in the Appendix R Evaluatinn Report No. 4, "Exemptions and Modifications," committed to provide portable fans for use in the three-room complex upon fire induced loss of normal ventilation. These fans would achieve an adequate level of ventilation to protect electrical equipment from excessive temperatures.

In deviation fr:m the above, although portable fans have been provided, documentation was not developed to substantiate that these fans would achieve an adequate level of centilation to protect electrical equipment from excessive temperatures in the three-room complex. Specifically, a documented analysis to justify use of the portable fans was not available, provisions for power scurces were not documented norial the use of these fans incorporated in the post-fire safe shutdown procedures.
