Attached is a revised copy of Relief Request No. 46, that was Enclosure K in our recent submittal [ Reference (d)}.

Exercising these valves during power operations is imprac-tical. Closing either valve would render the RHR system inoperable by isolating two of the four cold leg injection j
paths to the reactor coolant system from each RHR pump assuming that there is a loss of an emergency diesel disabling a RHR pump associated with the initiating event of a loss of off-site power.
Seabrook Station Technical Specifications (3.5.2) require that there be at least one operable RHR pump for emergency core cooling during opera-I tional modes 1, 2 and 3.
Closing either of these valves could inhibit the ability of the RHR system to adequately respond to a large break loss-of-coolant accident.
Alternate Testing:
These valves shall be full stroke exercised during cold shutdowns.
