QUESTION:

The drawing does not provide sufficient dimensional information such as the inside and outside diameters of the cask, the depth of the cask cavity, and material thickness of the shells and plates.

RESPONSE

The dimensional information has been added to clarify drawing No. 83E1903, Rev. 1.

QUESTION:

Detail A and View D-D should give the dimensions of the drain hole, i.e.,

hole diameters and depth and size of pipe threads.

RESPONSE

This dimensional information has been added to drawing No. 83E1903, Rev. 1.

QUESTION:

The tie-down lug should be dimensionally located in the axial direction.

RESPONSE

The axial location of the tie-down lug has been added to drawing No. 83E1903, Rev. 1.

QUESTION:

Item 14, Secondary Closure Gasket. The dimensioning of the gasket should be revised to preclude the possibility of a leakage path through the bolt hole.

RESPONSE

The inner diameter of the secondary lid gasket has been changed to 18.5 inches on drawing 83E1903, Rev. 1.

This smaller diameter combined with the compression of the gasket prevents a leakage path through the bolt holes.

QUESTION:

Show detail of Item 22, Ratchet Binder Handle Retainer Assembly.

The Ratchet Binder Handle Retainer Assembly detail has been added to drawing 83E1909, Rev.0.

QUESTION:

Item 25, Identification Plate. The drawing should provide, either by note or by detail, the marking and identification requirements of 10 CFR Part 71.85(c).

RESPONSE

Marking and identification requirements are noted in Note 21, on drawing No. 83E1903, Rev. 1.

QUESTION:

The material specification for Item 31, 3/4-inch nuts, should be A194 as recommended by the bolt specifica-tions A320 and A193.

RESPONSE

The material specification for item 31, 3/4-inch nuts, has been changed to A194 on drawing 83E1903, Rev. 1.

QUESTION:

The torque requirements, Note 8, for the ratchet binders and the secondary lid bolts is less than presently specified for the Model No. HN-100 Series 3 packaging.

175-200 ft-lbs vs. 50 ft-lbs min. and 120 ft-lbs vs.

80ft-lbs min. respectively. Justify the torque values specified in Note 8.

RESPONSE

The torque, or preload, requirements for the primary lid ratchet binders and the secondary lid bolts are determined by the force required to compress the gaskets approximately 1/8 of an inch. These-calculations have been previously shown on page 2-66 of the SAR (Rev.4).

The secondary lid bolt minimum torque required is 80 ft-lbs.

The primary lid ratchet binder torque is approximately 166 ft-lbs, or a 100 lb force on the end of the ratchet binder handle (20" ratchet binder handle).

QUESTION:

Drawing Note 11 does not adequately define the optional stainless steel liner. The drawing should show the areas covered by the liner, location of the seal welds, and the thickness of the liner.

RESPONSE

The optional stainless steel liner details are shown on drawing 83E1909 Rev. O.

QUESTION:

The diameter of part No. 83E1903-9 should be shown and the note "or equivalent" should be eliminated.

RESPONSE

The diameter of part no. 83E1903-9 (lid stop) has been added to the parts list. The lid stop's function is to prevent over compression of the gasket, and it has no other significant structural purpose. AISI 1008 steel or equiva-lent mild carbon steel is adequate for this purpose.

The 1.5 inch gasket width was used in a previous gasket compression calculation (Page 2-66 of the SAR, Rev.4).

The diameters, or dimensions, of parts A and B of the primary lid are shown on drawing 83E1903 Rev. 1 (zones G8 and ES) 13)

RESPONSE

Details of the lifting lug covers are shown in drawing No. 83E1909 Rev. G.

Pins are used to fill the lug holes and prevent improper use.

OPERATING PROCEDURES The "NES-1 Cask Operating and Handling Procedures",83A1908, Rev. O, is enclosed.

ACCEPTANCE TEST The " Bubble Leak Test Procedure", 83A1902, Rev. O, is enclosed. This pro-cedure is used prior to first use and periodically to insure proper sealing.

Also prior to first use, the cask body will be gamma scanned on a 4"x4" grid to insure adequate lead thickness. The acceptance criteria is no more than a 10% loss of shielding thickness. This criteria has been added to drawing No. 83E1903, Rev. 1.

If noncompliance is encountered, the noncompliance will be identified and corrected in accordance with the NES Quality Assurance Program, (NES Document Number 81A1050, Rev. 2), which has been approved by the NRC (Approval #0512).

piAINTENANCE PROGRAM The "NES-1 Cask Maintenance Procedure", 83A1907. Rev. O is enclosed. This document describes the maintenance program used to ensure continued per-formance of the NES-1 package.
