NUCt. EAR ENERGY SERVICES NES-1 CASK OPERATING AND HANDLING PROCEDURES
- 1. SCOPE This procedure describes the operation and handling of the NES-1 cask.

- 3. PREREQUISITES 3.1 REGULATIONS 3.1.1 The recipient of a loaded cask shall be an NRC register user of the NES-1 cask, in accordance with 10 CFR 71.12.
l 3.2 EQUIPMENT 1
a)
Torque wrench with at least 200 f t.-lb. minimum capacity.
b)
Four point lif ting sling 5 ft or greater in length with a total safe working load of 60,000 lbs. (Required only if cask is to be lif ted off the trailer).

c)
Three point lifting sling, 5 ft. or greater in length with a total safe working load of 5600 lbs.
d)
One or three point lifting sling with a total safe working load of 400 lbs.
(Required only if secondary lid is to be removed.) The NES-l's secondary lid may have one or three lifting lugs, depending on the version of the cask.
e)
Other lifting equipment, as required, to attach to and safely lift the contents of the package.
- 4. PRECAUTIONS 4.1 Radiation surveys and appropriate health physics precautions shall be taken during all phases of cask handling. Particular care shall be exercised in those activities involving cask lid removal and installation.
4.2 Standard lif ting safety procedures shall be used during all lif ting operations.
4.3 The transportation tractor shall be shut down (or the tractor disconnected physically from the trailer) and the trailer blocked in place prior to any operation on the cask, except for radiation surveys.
4.4 In the event of an emergency or unusual situation, notification to NES shall be made as soon as possible.
4.5 Waste shall be packaged in an acceptable manner in accordance with DOT, NRC, Certificate of Compliance #71-9151, and other applicable requirements.
- 5. SPECIFIC PROCEDURES Procedures for each handling and loading operation of the NES-1 cask are in this section.
The user shall review this section and determine which sections are applicable to the user's anticipated tasks.

NUCLEAR ENERGY SERVICES 5.1 RECEIPT OF CASK 5.1.1 The receiver of the NES-1 cask shall perform a radiation survey of the NES-1 cask. The survey shall be performed to applicable site requirements by an appropriate procedure or according to 10 CFR 71 and 10 CFR 20.205.
If the survey readings exceed acceptable levels, notify NES immediately.
5.1.2 Inspect the primary lid ratchet binders for signs of damage or cracks and ensure they are properly secured to the primary lid. If the cask is equiped with a raincover, remove the raincover to make the inspection.
5.1.3 Inspect the secondary lid studs and nuts for indications of damage.
5.1.4 Check to assure the primary and secondary lid lug covers are attached.
5.1.5 Check to assure the drain plug has been properly installed.
5.1.6 If any of the above inspections reveal damage or non-compliance, notify NES Immediately.
5.2 REMOVAL OF CASK FROM TRAILER If it is necessary to remove the cask from the trailer, proceed as follows:
5.2.1 If cask is equipped with raincover, and it has not been removed, remove the raincover from the cask.
5.2.2 Loosen and remove tie-down cable rachet binders / turnbuckles from the cask tiedown lugs.
5.2.3 Inspect cask lifting lugs for cracks and other damage.
5.2.4 Attach 4 point lif ting sling to cask lifting lugs (Reference Figure 1). The vertical safe working load of the sling and crane shall be at least 60,000 FORM 8NES 205 2/80

5.2.5 Slowly lift cask and move to desired location.
5.3 REMOVAL OF PRIMARY LID If it is necessary to remove the primary lid proceed as follows:
5.3.1 If the cask is equipped with a raincover, and it has not been removed, remove the raincover from the cask.
5.3.2 Inspect both the primary and the secondary lid security seals for tampering. If the seals have been broken, notify NES. If the security seals have not been tampered with, break the primary lid security seal.
5.3.3 Release the ratchet binder handles from its storage position by removing the quick release pins, as shown below.
5.3.4 Adjust ratchet mechanism so that the ratchet binders can be loosened and loosen the ratchet binders, as shown below.

5.3.6 Remove primary lid lifting lug covers and attach 3 point lif ting sling with a vertical safe working load of 5600 lbs. to the primary lid lugs.

O' NUCLEAR ENERGY SERVICES 5.3.7 Slowly lift the primary lid vertically until it has cleared the guide pins and place it in the lid laydown area.
5.3.8 In the case of an empty cask which is to be loaded, inspect the interior of the cask for standing water, defects, or obstructions, which might impede loading or affect cask integrity. Water must be removed prior to shipment.
5.3.9 In the case of an empty cask which is to be loaded, inspect all ratchet binder components (jaws, pins, barrels) for cracks and other damage which may impair their ability to function properly.
5.4 INSTALLATION OF PRIMARY LID If it is necessary to attach primary lid, proceed as follows:
5.4.1 Inspect primary lid gasket for cuts, nicks or other damage which may impair its ability to seal the cask. If necessary, replace or repair gasket in accordance with NES procedure 83A1907.
5.4.2 Inspect alignment pins for damage.
If damaged so as to prevent installation of the lid, remove alignment pins.
5.4.3 Using 3 primary lid lifting lugs and the primary lid lifting sling (vertical safe working load of 5600 lbs.), lift the primary lid and carefully place it on the cask using the alignment pins or alignment strips. Check alignment strips to insure proper lid position.
5.4.4 Inspect the ratchet binder assemblies for defects which may impair their ability to function properly. Install threadless bolts through the upper ratchet binders and closure lugs and lock threadless bolts in place with quick release pins.
5.4.5 Adjust the ratchet mechanism so the ratchet binder may be tightened and tighten all ratchet binders to remove the slack in the ratchet binders. The lid should be snug against the gasket, but not compressing it.

NUCt. EAR ENERGY SERVCES 5.4.6 Using the tightening sequence shown in Figure 2, tighten all ratchet binders to aoout 50 lbs force at the end of the ratchet binder handle. Ratchet l
binders are tighten when the barrel and handle are rotated towards the ratchet binder handle retainers on the cask.
Repeat the tightening sequence, but tighten the ratchet binders to about 100 lbs force at the end of the ratchet binder handle.
5.4.7 Inspect the primary lid gasket to insure uniform compression.
5.4.8 Disengage ratchet mechanism and place the ratchet binder handles in their storage position.
5.4.9 Install lid fif ting lug covers and install primary lid security seal.
5.4.10 If the cask is equipped with a rain cover, install the rain cover.
5.5 REMOVAL OF SECONDARY LID 5.5.1 If the cask is equippad with a raincover, and it has not been removed, remove the raincover from the cask.
5.5.2 Inspect both the primary lid and secondary lid security seals for tampering.
If the seals have been broken, immediately notify NES. If the security seals have not been tampered with, break the secondary lid seal.
5.5.3 Remove the 3/4" secondary lid closure nuts.
5.5.4 Remove secondary lid lug cover (s) and attach a one point lifting sling for casks with one secondary lid lug or a three point lif ting sling for casks with three secondary lid lugs. The sling should have a safe vertical working load of 400. Ibs.
5.5.5 Slowly lift the secondary lid vertically until it is clear of the alignment pins, then place it in the lid laydown area.

5.5.6 In the case of an empty cask which is to be loaded, inspect the secondary lid gasket for cuts, nicks, or other damage which could impair its ability to seal the cask. If necessary, replace or repair gasket in accordance with NES Procedure 83A1907.
5.5.7 Inspect secondary lid studs and nuts for damage (cracks, stripped threads, etc.) which could impair their strength.
5.6 INSTALLATION OF SECONDARY LID 5.6.1 Inspect alignment pins for damage, if damaged so as to prevent installation of the secondary lid, remove alignment pins.
5.6.2 Using the one center or three secondary lid lifting lugs, depending on the version of the cask, and the secondary lid lifting sling (safe vertical working load of 400 lbs.), lift the secondary lid and carefully place it on the primary lid using the alignment pins or alignment strips. Check alignment strips to insure proper lid position.
5.6.3 Inspect nuts and studs for defects which may impair their ability to properly function. Install secondary lid 3/4" nuts and washers on secondary lid studs. Do not tighten.
5.6.4 Torque the nuts to 40 ft.-lbs. according to the numbering sequence shown in Figure 2.
Using the same sequence torque nuts to 80 f t.-lbs.
Repeat torquing sequence until all nuts are at 80 f t.-lbs.
5.6.5 Install secondary lid lifting lug covers and attach secondary lid security seal.
5.6.6 If the cask is equipped with a raincover, install the raincover.

W NUCLEAR ENERGY SERVICES 5.7 LOADING CASK The NES-1 cask may be loaded in one of the following configurations:
a)
Loading the payload through the primary lid, such as loaded liners, 55-gallon drums or stackable pallets with 55-gallon drums.
b)
One liner loaded through the secondary lid.
5.7.1 Loading through the primary lid.
5.7.1.1 Remove primary lid. See Section 5.3.
5.7.1.2 Prior to loading cask, inspect primary lid gasket for cuts, nicks, gouges or other damage which may impair its ability to seal the cask.
5.7.1.3 Lif t the payload and carefully place inside the cask cavity. Ensure the payload's lif ting device is accessible for retrieval and will not interfere with the loading of other contents.
5.7.1.4 Repeat the loading process, step 5.7.1.3, as required to complete the loading of the cask.
The total payload weight shall be less than 19,205 lbs, and it must comply with Certificate of Compliance 71-9151.
5.7.1.5 Install shoring as necessary to prevent movement of the payload

during transport.
5.7.2 Loading liner in cask.
5.7.2.1 Remove secondary lid according to Section 5.5.
5.7.2.2 Remove primary lid according to Section 5.3.
5.7.2.3 Carefully lift empty liner and place inside cask.
Place shoring between the liner and the cask to secure the liner in position.

O' NUCLEAR ENERGY SERVCES 5.7.2.4 Inspect primary lid gasket according to 5.7.1.2.
5.7.2.5 Install primary lid according to Section 5.4.
5.7.2.6 Inspect secondary lid gasket for cuts, nick.s, gouges or other damage which may impair its ability to seal the cask.
5.7.2.7 Load liner through secondary lid opening.
5.7.2.8 Close Liner and instant secondary lid according to Section 5.6.
5.8 UNLOADING CASK 5.8.1 Survey the cask and trailer per applicable site requirements and 10 CFR 20.205.
5.8.2 Remove primary lid according to Section 5.3.
5.8.3 Connect slings from payload to lifting device. The maximum payload weight is 19,205 lbs.
NOTE: Take proper radiological precautions to protect personnel when removing payload from cask.
5.8.4 Carefully lif t the payload out of cask and place in disposal area.
5.8.5 Inspect gasket per 5.7.1.2 and install primary lid according to Section 5.4.
5.8.6 Survey the cask and trailer for release in accordance with applicable requirements.

If the cask was removed from the trailer, proceed as follows:
5.9.1 If the cask is equipped with a raincover, remove raincover, if necessary.
5.9.2 Using the four cask lifting lugs and suitable rigging, lift the cask and place on the trailer.
NOTE: Do not use lid lif ting lugs to lif t the cask.
5.9.3 In*nect c.. wr. cables and shackles for any condition which may impair their ability to function.
5.9.4 Atta:h tie-down cable shackles to the cask tie-down lugs.
5.9.5 Tighten cask shear blocks to secure the cask in position.
5.9.6 Tighten tie-down cable ratchet binders.
5.9.7 Check thct the tie-down cable positions are within I foot of the positions shown below.

NUCLEAR ENERGY SERVCES 5.9.9 Check that the tie-down cables do not touch one another, 5.9.10 If the cask is equipped with a raincover, install raincover.
5.10 SHIPPING PACKAGE OFFSITE 5.10.1 Perform a radiation survey of the package and vehicle to verify that those levels are below those specified in 10CFR71.47 and 71.87.
5.10.2 Label and placard the package in accordance with applicable regulation.
5.10.3 Ensure all appropriate shipping papers and radioactive waste manifest are complete and included with the NES-1 package prior to release from the site.
5.10.4 Complete the NES-1 Pre-Release Checklist. Attach one copy with the shipping papers and send another copy to NES.
