Gentlemen:
This refers to the routine safety inspection conducted by NRC inspectors
Messrs. M. M. Holzmer, T. Tongue, and Ms. P. L. Eng of this office on
August 24 through November 10, 1988 activities at the Zion Nucleai Generating
Station, authorized by Licenses No. DPR-39 and No. OPR-48, and to the
discussion of our findings with Mr. G. Pliml at the conclusion of the
inspection.
The enclosed copy of our it 3pection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as specified in the enclosed Notice. With respect to
iten 1, the inspection showed that action had been taken to correct the
identified violation and to prevent recurrence. Our understanding of your
corrective acticqs are described in Paragraph No.10 of the enclosed inspection
report. Consequently, no reply to the violation is required and we have no
.~urther questions regarding this matter at this time.
Regarding the remaining item, a written response is required.
In accordance with 10 CFR 2.790 of the Comis ion's regulations, a copy of
this letter, the enclosures, and your response to this letter will be placed
in the NRC Public Document Room.
The responses directed by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Managerent and Budget as
required by the Paperwork Reduction Act of 1980, FL 96-511.
