NOTICE OF VIOLATION Connonwealth Edison Company Docket Nos. 50-295; 50-304 As a result of the inspection conducted on August 24 through November 10, 1988, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1987), the following violations were identifieu:

1. 10 CFR 50, Appendix B, Criterion II, requires in part that a program be implemented to assure that activities affecting quality are accomplished under suitably controlled conditions which are connensurate with the importance of the activity to safety.

Contrary to the above, a program was not implemented to assure that surveillance testing of the service water pumps was performed under suitably controlled conditions in that during the week of May 16, 1988, the service water pumps were painted such that the vibration monitoring points en the pumps used to demonstrate pump operability during periodic surveillance testing were covered by paint. Consequently, the licensee was unable to assure that subsequent service water pump vibration measurements were taken at the proper locations.

This is a Severity Level IV violation (Supplement I).

2. 10 CFR 50, Appendix B, Criterion XVI as implemented by the licensee's Quality Assurance Topical Report CE-1-A, requires that measures shall be established to assure that conditions adverse to quality are promptly identified and corrected.

Contrary to the above, a condition adverse to quality was identified, but not promptly corrected in t. int on May 8, 1988, OC boric acid storage tank boron concentration dropped below the required value of 11.5 weight percent boron, and corrective actions taken aid not prevent recurrence of the event on August 4,1988 and September 16, 1988.

This is is a Severity 1.evel IV violation (Supplement I).

With respect to Item 1, the inspection showed that action had been taken to correct the identified violation and to prevent recurrence. Consequently, no response to item 1 of the Notice is required, and we have no further questions regarding this matter. With respect to Item 2, pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) corrective action taken and the results achieved; C311300446 3811;5 PDR ADOch 05000y;S O FLC

Notice of Violation 2 (2) corrective action to be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration nay be given to extending your response time for good cause shown.
