This refers to the special allegation inspection conducted by

Mr. James R. Kniceley of this office on April 12 through September 16,

1988, of activities at Davis-Besse Nuclear Power Plant authorizad by NRC
Operating License No. NPF-3 and to the discussion of our findings with
Mr. G. M. Grime and other members of your staff.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within the;e areas, the inspection consisted of a selective
,
examination of procedures and representative records, observations, and
interviews with personnel and a review of allegations received by NRC
Region IIr.

No violations of NRC requirements were identified during the cours., of this

inspection.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
