On October 13 and 14,1988, the staff met wi+,h Public Service Coroany of Colorado (PSC).to discuss potential decommissioning of the Fort St. Vrain fluclearGeaeratingStation(FSV). During these discussions, PSC discussed its evaluatior,of converting FSV to fossil energy operation. This conversion would iraolve construction and eventual operation of a fossil energy boiler and its auxiliary equipment at the Fort St. Vrain site. Qpestions arose as to how these activities would be reviewed by the staff with regard to safety issues.
The staff noted that many of these issues were already addressed in current regulations (and regulatory guidance). The FSV Project Manager stated he would review these issues and determine any unique situation that should be brought to PSC's attention.
In reviewing this question, the staff notes that the Standard Review Plan (SRP) already has addressed r.=ny of the potentiel issues raised by PSC.
PSC should consider the SRP in evaluating the proposed conversion program. As a mini 5.+. the following sections of the SRP are applicable.

In reviewing the FSARs of nuclear plants having adjacent fossil energy stations, certain specific issues were found to be associated with each site. However, each issue fell within tne SP.P categories noted above.
