During this teeting PSC stated that  :

the future of FSV was uncertain, and the extent of future nuciear operations -

was being evaluated. Possible options for FSV included not conducting the i fourth refueling, ar4 beginning defuelirg at the erd cf the current operating cy cie.

The staff riotes that a nurber of PSC's ccerittents are related to the schedule for the fourth refueling. These irclude the corsaiteents to irplement thc  !

requirer.ents of MUREG 0737 Supplerent I as er.crerated in our Confiroatory i Order dated August 2,1985 and :(dified Noverter 18,19E6. Otter intertent corr 11trents related to the continued creration are included in our letttr of i August 30,1968 as reissued Septester 15, 1988.  !

j lt is the staff's intentions that each cf these corritrents be appropriately l ccrpitted as part of the fourth refueling outage. Tre staff specifically  ;

PSC's letter dated Septester 27,1966 (P-tE342) requested a delay to conduct certain evaluations requested by tte i staff ' depending on the future of Fort St. Vrain...'. A second PSC letter .

It is tre staff's position that continued operation of FSV withcut a definitine l l plan for that operation is unacceptable. There is oc basis for approving delays based on the absence of a definite operating plan. Therefore the staff l

requests that PSC provide a definite operating plan within 30 days of the ,
