Inspection No. 50-443/87-02
This refers to the routine safety inspection conducted by Mr. A. Cerne and other
inspectors of this office on January 3,1987 - March 9, 1987 of activities author-
ized by NRC Construction Permit No. CPPR-135 and License No. NPF-56 and to the
discussions of our findings held by Mr. Cerne with Mr. Moody and others of your
staff at the conclusion of the inspection.
Areas examined during this inspecticn are described in the NRC Region I Inspection
Report which is enclosed with this letter. Within these areas, the inspection con-
sisted of selective examinations of procedures and representative records, inter-
views with personnel, and observations by the inspectors.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
The violation concerns an
inappropriate system configuration, as a result of implementation of the design
control program with respect to the control building makeup air subsystem.
This
violation has been cetegorized by severity level in accordance with the " General
Statement of Policy and Procedure for NRC Enforcement Actions", 10 CFR Part 2,
Appendix C (Enforcement Policy 1986).
You are required to respond to this letter
and in preparing your response, you should follow the instructions in Appendix A.
This also refers to your letter dated March 2, 1987 in response to our letter dated
February 3,1987, transmitting a Notice of Deviation for your further review and
action.
Thank you for informing us of the corrective and preventive actions docu-
mented in your letter. While these actions have not yet been fully examined as
part of the inspection process for previously identified items, we note that the
violation enclosed herewith relates to the same subject as the deviation.
As dis-
cussed in this inspection report, your planned corrective action in response to
the deviation may require further review to determine whether the identification
of the violation has any impact on the need for further corrective measures.
If
the need for further response to the deviation arises, this should be accomplished
in your response to the enclosed violation.
Because of the relationship of these
two findings, our followup inspection will evaluate the completeness and adequacy
of your common corrective actions in this area.
